BOARD OF HEALTH/ADVISORY BOARD MINUTES
JULY 13, 2009
7:00 PM – 8:15 PM
Members Present: Gaylen Hicok, Rosemary Tobin, Pat McDonnell, Jodie Buehler, and Dr. Lisa Kapler.
Others present: Jeff Sherman, Floyd County Sanitarian, Gail Arjes, Director of Public Health, and Kim Schrage.
Guests: Bill Vorhes, Ethan Vorhes, Cody Freeman, and Benjamin.
Meeting called to order at 7:00 pm by Pat McDonnell. Guests acknowledged.
Agenda approved – Motion to approve agenda with the addition of Bill Vorhes. Motion made by Rosemary Tobin, seconded by Gaylen Hicok.
Minutes from May 11, 2009 reviewed and approved. Minutes from June 9th reviewed and corrections will be made. Motion to approve minutes with corrections to June 9th, 2009 meeting made by Gaylen Hicok, seconded by Rosemary Tobin.
Gail Arjes, Floyd County Public Health/Home Health Administrator
A: Year End FY09 Budget – End of Fiscal Year 09 with a tax asking of $50,135.35.
Revenue from Medicaid and Medicare is down due to low census. Pat McDonnell commended agency for doing a good job.
B: Annual approval of Policies/Procedures - Reviewed and signed. No new policies to present.
C: Annual approval of Preparedness Plan – Reviewed and signed.
D: Chart Audit Review – Chart Audit 3rd quarter done by staff nurses. Chart Audit for the 4th quarter done by Emily Bormann R.N. Gail was very pleased with her services. Emily will compile a report and submit to the agency with her findings. Gail will present report at next Board of Health meeting.
E: Pat McDonnell updated the Board of Health on the potential of moving the Public Health office to the Hospice of North Iowa building. Board of Supervisors has been looking into this option.
Floyd County Sanitarian Report – Jeff Sherman
A: Year End FY09 Budget – Jeff reported an amendment was made to his budget due to the hiring of Misty. Jeff commented Misty is doing a great job.
B: Grants to County – Jeff received an $11, 000.00 grant used towards well testing, well closings, and cistern closings. This year it was $5,000 less than last year. Will keep Board of Health updated.
C: Time of Transfer Inspection update – Jeff has done 3 Time of Transfers to date. Reports it is going well.
D: New septic installations – Ten new permits have been issued.
E: Health Homes Class – Iowa Department of Public Health is sponsoring the training which will be held in Ames on July 14th and 15th. Jeff and Misty will attend this training. The training is focused on identifying the causes of health problems in a home and links them to the seven principles of healthy housing: keep it dry; keep it clean; keep it pest-free; keep it ventilated; keep it safe; keep it contaminant -free; and maintain the house. Participants will have a better understand of how to collaborate to make healthy homes a reality in Iowa
F. Bill Vorhes, Floyd County resident presented his concerns to the Board of Health. Bill expressed his concerns regarding drainage well and the loss of hair to his cattle. Pat McDonnell recommended Bill to contact University of Iowa Agricultural Department.

New Business: Jeff informed Board of Health Bridget Moe and himself will be attending Emergency Preparedness training in Alabama on December 6-10th. This training will be no cost to the county, FEMA will cover the cost.
Next meeting will be held September 14, 2009 at 7:00 pm in the Assembly Room of the Floyd County Courthouse.
