BOARD OF HEALTH/ADVISORY BOARD MINUTES

SEPTEMBER 14, 2009

7:00 PM to 8:30 PM

 

Members present:  Pat McDonald, Gaylen Hicok, Rosemary Tobin, Dr. Jodie Buehler, and Dr. Lisa Kapler.

 

Others present:  Jeff Sherman, Floyd County Sanitarian, Gail Arjes, Director of Public Health, Misty Norton, and Kim Schrage.

 

 

Meeting called to order at 7:00 pm by Pat McDonald.

 

Agenda approved – with amendment added by Gail Arjes.  Voucher Program added to the agenda.  Rosemary made motion to approve the agenda with the amendment, seconded by Gaylen Hicok. 

 

Minutes from the July 13, 2009 meeting reviewed and approved by the Board.  Motion made by Gaylen Hicok, seconded by Rosemary Tobin.  Motion carried. 

 

Gail Arjes, Floyd County Public Health/Home Health Administrator

 

  1. YTD Budget – Floyd County Public Health has used 15.97% of expenditures with income at 12.06%

 

  1. Chart Audit Report – Emily Bormann reviewed charts.  Very pleased with the service she provides.  Emily gave suggestions which were very helpful. 

 

  1. H1N1 – Gail met with all the local providers in Floyd County regarding the H1N1.  State will release the vaccine tentatively in October.  Each county will be allocated vaccine according to the population.  H1N1 vaccine must be entered in the IRIS program.  Floyd County will give vaccine to priority groups as determined by IDPH.

 

  1.   Jaci Miller, RCHC – not attending due to family emergency.  Will reschedule.

 

  1. Voucher Program – Gail explained the voucher program to the Board.  No reimbursement to the agency for participating.  Board of Health recommended hold action on this.

 

Jeff Sherman, Floyd County Sanitarian Report

 

  1. YTD Budget – Expenditures are at 18.37% for the year.  No concerns regarding the budget.

 

  1. Nuisance Complaints – 1986 Gilbert Street – 2 complaints received for dilapidated buildings, loose debris, tall weeds and grass, and junk vehicles.   1953 Highway 218 – 1 complaint received for tall grass, weeds and dilapidated buildings.  Board of Health recommended letters be forwarded to both properties regarding complaints.  Gaylen Hicok made motion, seconded by      Dr. Kapler.  Motion made.  DNR complaint of an illegal septic system, Sheriff served notice on 5-13-09 with no response from owner.  Jeff took information to County Attorney on July 21, 2009 to pursue further action.  Board of Health recommends County Attorney to act on septic system complaint.

 

  1. Sanitarian meeting – Sanitarians from Bremer, Mitchell, Worth, Floyd, Chickasaw, Butler, Winnebago, and Hancock Counties met on August 27, 2009 to discuss the Time of Transfer Law and how everyone handled certain issues, as well as perk tests versus soil analysis and technology.  Region Sanitarians will meet again in December in Chickasaw County. 

 

  1. Time of Transfer – Jeff reported to the Board of Health issues he has been experiencing with the Time of Transfer Law dealing mainly with documents.  Some realtors are not attaching appropriate documents or filling out the correct groundwater hazard statement.  Also, some are not obtaining the Sanitarian’s signature on documents before recording; some are making up dates to replace a system without obtaining approval first.  A letter was generated to the realtors with a flow chart on how to proceed with the Time of Inspection, as well as a copy of all the documents that is used in a real estate transaction involving a septic tank with a narrative regarding each document.  

 

  1. Update on Septic Systems – Since January 1, 2009 Jeff has permitted 41 septic systems, with 25 of them being permitted since July 1, 2009, 36 of those actually have been installed as of September 9, 2009.  Also, a packet of information has been put together for homeowners who are replacing their septic system.  It also includes information concerning the OSWAP Loan Program and the Time of Transfer Program.

 

 

 

 

 

  1. Radon Poster Contest – The Iowa Air Coalition issued a brochure regarding a radon poster contest for children ages 9-14.  Jeff’s office copied and distributed to all schools in the county age group appropriate.  A total of 1, 545 brochures were handed out.  Deadline for contest is October 15, 2009.

 

  1. NEHA Conference in Okoboji – The National Environment Health Association is having their Region Conference at Lake Okoboji on September 23rd and 24th.   Both Misty and Jeff will attend. 

 

Old Business:   Pat McDonald updated the Board of Health on the proposal for Public Health to move into the Hospice building.  Hospice will continue to have an office in the building.   Painting and carpet replacement will be done.   Gail also informed Board of Health of additional cost that will be encountered with this move. 

 

Update on Pat Zwanziger’s trial was given. 

 

New Business:   Dr. Lisa Kapler will be representing Region 2 on September 30th in    Des Moines, Iowa.  Thank you Dr. Kapler.

 

Next meeting will be held November 9, 2009 at 7:00 PM in the Assembly Room of the Floyd County Courthouse.  Also a Board of Health meeting will be set for December 14th for budget review.

 

Motion to adjourn meeting by Gaylen Hicok, seconded by Rosemary Tobin.
