BOARD OF HEALTH/ADVISORY BOARD MINUTES

JANUARY 10, 2011

 

 

Members Present:  Dr. Lisa Kapler, Gaylen Hicok, Rosemary Tobin, Dr. Jodie Buehler

 

Members Absent: Pat McDonnell

 

Others Present:  Gail Arjes, Director Floyd County Public Health and Jeff Sherman, Floyd County Sanitarian

 

                                                                                                                                                           

 

Meeting called to order at 6:00 pm by Dr. Kapler.

 

Minutes from the November 8, 2010 meeting discussed. Amendment was made to the minutes with the addition on those present.   Members Present:  Dr. Lisa Kapler,

Gaylen Hicok, Dr. Jodie Buehler, and Rosemary Tobin.  Others present: Gail Arjes,

Jeff Sherman, Jaci Miller, and Misty Day.  Motion made by Rosemary Tobin to approve the November 8, 2010 minutes with the above amendment, second by Gaylen Hicok. Motion carried.

 

Gail Arjes, Floyd County Public Health/Home Health Administrator

 

At the December 14, 2010 Board of Supervisors meeting Enabnit/Staudt moved to appoint Jodie Buehler to another 3-year term on the Board of Health with the term ending 12/31/2013. 

 

Discussion was held regarding election of new officers and attendance of officers.  Jeff and Gail are looking into bylaws regarding meeting attendance.  Dr. Lisa Kapler was nominated Chairperson and Dr. Jodie Buehler was nominated Vice Chair.  Motion made by Rosemary Tobin to elect Dr. Lisa Kapler as Chairperson and Dr. Jodie Buehler as Vice Chair, second by Gaylen Hicok. Motion carried.

 

Gail reviewed YTD budget with Board.  Financial Report was through November as Gail did not have December figures in yet.  Public Health is well within budget for this fiscal year.

 

 

 

 

Gail reviewed FYE June 30, 2010 Medicare and Medicaid cost reports reviewing the change in cost and charge per visit/hour.  Gail also reviewed the need to increase the charge of Home Care Aide and Homemaker to $35.00/hour and $38.00/visit due to increased cost.  All other charges including skilled nursing and therapies will remain the same. Gail reported that $783.00 was due to Medicare and $20,676.00 was due from Medicaid.   Motion made by Rosemary Tobin to increase above charges to $35.00/hour and $38.00/visit, second by Jodie Buehler. Motion carried.

 

Update was given on grants including carryover dollars from H1N1 of approximately $22,000 to be spent on preparedness/response activities.  Gail reported to the Board she would like to share these funds with local partners including EMA, Sanitarian, and Floyd County Medical Center. 

 

Gail also informed the Board that Floyd County Public Health did not receive grant funds from the Floyd County Foundation.

 

FY11/12 budget reviewed with no major change made from previous year.  Staff wage increases discussed.  Motion made by Dr. Jodie Buehler to approve the budget as presented, second by Gaylen Hicok. Motion carried.

 

Jeff Sherman, Floyd County Sanitarian Report

 

Jeff reviewed YTD budget with Board. Budget is at 47% for the year.

 

FY11/12 budget reviewed with no major changes with the exception of budgeting for a new vehicle. Motion was made by Gaylen to approve budget as presented, second by Rosemary Tobin.  Motion carried.

 

Update on Radon Mini-Grant.  Jeff informed the Board that Misty received a $2500 grant from the state.

 

Updated the Board on wells and septic installed for last year with 24 wells and 73 septic installed. 

 

Jeff informed the Board that Misty and he would be attending the IOWWA Conference Wednesday and Thursday of this week.   Jeff also informed the Board that he would be attending Basic Agricultural Response Training in Anniston, Alabama in March.

Next meeting will be held on March 14, 2011 at 6:00 pm at the Floyd County Public Health/Home Health Care office located at 1003 Gilbert Street, Charles City, Iowa.
