Meeting called to order at 6:00 pm by Lisa Kapler
Agenda reviewed. Motion made byMotion made by Rosemary Tobin to approve the agenda as presented, seconded by Pat McDonnell, motion carried.
Minutes from the March 10th, 2014 meeting reviewed. Motion made by Rosemary Tobin to approve the minutes as presented, seconded by Pat McDonnell, motion carried.
Jay Pedelty spoke to the Board on behalf of Prairie Ridge Addiction treatment services. Jay informed the Board that Floyd County is “average” as far as substance abuse in Iowa counties, but the state of Iowa is high among states. Floyd County FOCUS is working on activities in Floyd County such as a town hall meeting and offering TIPPS training.
Kathy Babcock, Chickasaw County Public Health expressed interest in continuing with the Tobacco Grant for Floyd County. Chickasaw along with Shelly Smith have held this grant the past 2 years. They have been successful with projects such as forming a jel group, making some city parks smoke free and working with the Floyd County Conservation department to possibly place signs by playground equipment in parks. Gail suggested to the Board that Chickasaw County and Floyd County FOCUS continue being the Tobacco Grant holders. Motion made by Rosemary Tobin to accept the request of Chickasaw County Public Health to apply for the Tobacco Grant on Floyd County’s behalf, seconded by Pat McDonnell, motion carried.

Gail reviewed year to date budget, no concerns noted, well within budget
Third Party Immunization Billing Grant discussed, waiting on a few items from the medical director and all paperwork will be submitted, software will then be purchased through the grant and agency can progress with program.
Home Care Aide, LPN, and Medical Assistant staffing, wage and hours discussed. Informed the Board that Mary Augustin, LPN is retiring after 14 years of service. Job vacancy posted for either a LPN or Medical Assistant. Starting wage discussed as there is no policy in regards to starting wages for these positions. Information was gathered from other counties and obtained from the US Department of Labor website. Board would like to range the wage depending on experience. Suggested that the LPN wage be from $15.00 to $16.50 and a Medical Assistant wage be from $12.00 to $13.00. Also discussed were wages and staffing concerns for Home Care Aides. Gail informed the Board that prior to 2008 the HCA’s had a wage scale and wages increased with the number of hours worked. In 2008 this scale was no longer used. Gail suggested to the Board that this scale be implemented again starting July 1, 2014. The scale is as follows:
$9.50 000-520 hours
$10.01 521-1040 hours
$10.27 1041-2080 hours
$10.77 2080-3120 hours
$11.08 3121-4160 hours
$11.54 4161-and above
Motion made by Pat McDonnell to approve the LPN starting wage at $15.00-$16.50 the Medical Assistant position at $12.00-$13.00, and to start the HCA wage scale beginning July 1, 2014. Seconded by Rosemary Tobin, motion carried.

YTD budget is at 53.52% usedYTD budget is at 70.82% used for the year.
Jeff asked the Board of Health to authorize him to be an authorized signatory on behalf of the Board of Health for grants applied for through the IowaGrants.gov system. Pat McDonnell made a motion to authorize Jeff to be an authorized signatory and submit GTC in IowaGrants.gov and seconded by Rosemary Tobin, motion carried.
Jeff updated the Board on well sampling. He has been doing a lot of water samples in the last couple months.
Jeff has sent out three letters for illegal discharging septic systems this year. One was on a complaint from a citizen and the other two were brought to his attention by secondary roads department.
