Floyd County Board of Supervisors Meeting

UNAPPROVED MINUTES

The Floyd County Board of Supervisors met for regular session at 9:00 a.m. on Tuesday, June 13, 2006 in the Board Room of the Floyd County Courthouse with the following in attendance:  Chairman Staudt, Supv. Dunkel, and Supv. Enabnit.

Dunkel/Enabnit moved to amend the agenda to include review/action on County Attorneyís request for increased wages for her staff, signing three contracts/agreements for PH/HHC.  Motion carried 3-0.  Enabnit/Dunkel moved to approve the agenda as amended.  Motion carried 3-0.

Dunkel/Enabnit moved to approve the May 22 and 23rd minutes.  Motion carried 3-0.

Enabnit/Dunkel moved to approve the following claims:  County #4032-,4299, Secondary Roads #18274-18332, and MH-DD #56614-56621.  Motion carried 3-0.

Dunkel/Enabnit moved to approve an Application for Floyd County License for Fireworks Permit for Jeremy Stewart and one for Stephen Johnston.  Motion carried 3-0.

Jeff Sherman, Planning/Zoning Director and three representatives from the Farmers Cooperative Company of Greene attended the Supervisorís meeting after the Board of Adjustments met. Enabnit/Dunkel moved to approve the Farmers Cooperative Company of Greene anhydrous ammonia plant for the Farmerís Coop of Greene.  Motion carried 3-0.

Dunkel/Enabnit moved to approve the Solutions contract for $24,400.  Motion carried 3-0.  Enabnit/Staudt moved to approve the Managed Services Level 1 option with Solutions.  Motion carried 2-1.

Dunkel/Enabnit moved to advise the Iowa Utilities Board that we are opposed of the transmission lines being placed in such a way to prevent usage of the private/commercial endeavor airstrip and suggest that the power lines follow property lines a half mile north of county road 185th Street where the city of Charles City is proposing to place their water line and have already started easement agreements with the property owners.  Motion carried 3-0.  A copy of this communication should be signed by all three supervisors and copies sent to Mid American Energy and Roger Mulcahy, property owner. 

Enabnit/Dunkel moved to approve the County Engineerís employment contract and agreement for July 1, 2007 through June 30, 2007.  Motion carried 3-0. 

Dusten Rolando, County Engineer, updated the Board on bridge work that is being designed and will be done this summer and updated the Board on road rock and blading of roads.  The purchase of right-of-ways for the road to VeraSun is completed with the exception of one property owner.

Dunkel/Enabnit moved to rescind the motion made on May 23 stating the County Attorneyís office staff wages stay the same or less and allow the paralegal to be paid $17.50/hour effective at the County Attorneyís discretion and the front desk position to start at maximum $12 per hour with no increases in FY07.  Motion carried 3-0. 

Enabnit/Dunkel moved to approve the Policies and Procedures for Floyd County Public Health/Home Helath Care agency for FY06-07 and authorize the chairman to sign.  Motion carried 3-0.

Enabnit/Dunkel moved to approve the Agreement to Provide Public Health and Home Care Aide Services to the Residents of Floyd County and authorize the chairman to sign.  Motion carried 3-0.

Enabnit/Dunkel moved to approve the Bioterrorism Plan for 2006-2007 and authorize the chairman to sign.  Motion carried 3-0.

Enabnit/Dunkel moved to appoint Larry Hicok to the Conservation Board to a five-year term replacing Marv Matthews effective July 1, 2007.  Motion carried 3-0.

Dunkel/Enabnit moved to pay the temporary Emergency Management Coordinator as a Floyd County employee for $14.49/hour plus $.415 per mile.  Motion carried 3-0. 

A motion was made by Supervisor Enabnit and seconded by Supervisor Dunkel to adjourn.  Motion carried 3-0.
