The Floyd County Board of Supervisors met for regular session at on Tuesday, July 25, 2006 in the Board Room of the Floyd County Courthouse with the following in attendance:Chairman Staudt and Supv. Enabnit; absent:Supv. Dunkel.
Enabnit/Staudt moved to approve the agenda as presented.Motion carried 2-0.
Enabnit/Staudt moved to approve the July 10, 11, and 17th minutes. Motion carried 2-0.
Enabnit/Staudt moved to approve the following claims:County #121-286, Secondary Roads #18400-18424, and MH-DD #56688-56711.Motion carried 2-0.
Several people attended the meeting to express their opposition to the routing of a MidAmerican Energy 69,000-volt transmission line through the residential areas of Maple Heights and Wandering Acres.Larry Frahm presented a petition with 108 signatures from these two areas along with an alternative route along State Road #14 to Ocean Avenue.Those in opposition requested the Board to provide a letter of support to the Iowa Utilities Board expressing the concerns of these residents and recommend another route.Staudt/Enabnit moved to not sign a letter of support because the Board has already sent a recommendation but does recommend the residents send their petition to the Iowa Utilities Board.Motion carried 2-0.Enabnit stated the Board will follow up with the Iowa Utilities Board and with Representative Mark Kuhn on this issue.
Tracy Meise, City of Charles City representative, explained the Memorandum of Agreement between the City of Charles City, FloydCounty, SW Bypass TIF Board and VeraSun.Enabnit/Staudt moved to sign the Memorandum of Agreement.Motion carried 2-0.
Meise explained the need for having a hearing for the water system improvements.This information was also explained at the July 17 meeting.Enabnit/Staudt moved to sign the resolution approving the plans, specification, contract documents, and notice of hearing for the water system improvements – Equipment Requirement Project with the hearing being set for August 8, 2006.Motion carried 2-0.
Tim Fox, Area Development Corporation, presented a letter regarding an application for street and storm sewer expenses of approximately $148,792 for Lake View Estates, LLC with 40% funding, up to $59,517, coming from the Floyd County Infrastructure Fund.Enabnit/Staudt moved to approve the application for assistance from the Floyd County Infrastructure Fund as recommended by the Review Committee with funding up to $59,517.Motion carried 2-0.
Jim Smith requested a hearing regarding an application to drain water across real estate owned by Margaret Zalaznik and Joe Teasdale.Enabnit/Staudt moved to set a hearing for September 26, 2006 at for consideration of the application to drain water through a drainage tile installed across the Zalaznik and Teasdale property.Motion carried 2-0.
Frank Rottinghaus, CountyTreasurer, explained the Settlement Report to the Board of Supervisors, dated June 30, 2006.The Board reviewed the semi-annual report information.Enabnit/Staudt moved to approve certify the semi-annual settlement report.Motion carried 2-0.
Staudt/Enabnit moved to approve the quote for a server for the PH/HHC agency.Motion carried 2.0.
Enabnit/Staudt moved to approve the hiring of Marcy Johnson, part time, Home Health Care Aide at $8.65/hr effective July 26, 2006.Motion carried 2-0.
Enabnit/Staudt moved to approve the FY07 Local Public Health Services Contract Request to Modify.Motion carried 2-0.
Staudt/Enabnit moved to approve the hiring of Alicia Liddle as a full-time CountyAttorney employee at $12/hr effective July 24, 2006.
Enabnit/Staudt moved to approve the resolution to establish a Sheriff Reserve Fund.Motion carried 2-0.
Enabnit/Staudt moved to approve the Release or Satisfaction of Lien – Real Estate for Timothy Moore and Robin M. Moore.Motion carried 2-0.
Enabnit/Staudt moved to approve the voiding of warrant #44334 to Mid-Land Equipment Company in the amount of $605.13, issued 6-27-06.
Dusten Rolando, CountyEngineer, presented an underground construction permit for Northern Natural Gas to construct a six inch natural gas line across 185th, 195th, and 215th roads.Enabnit/Staudt moved to sign the underground construction permit at the recommendation of the CountyEngineer.Motion carried 2-0.
Rolando and the Board discussed drainage district #2, the bridge on 110th Street, the RISE project for August 15 letting with late start of September 18, foreman’s minutes, the collection site plan update, DNR regulations for fugitive dust laws, complaint on spraying, motor grater bids, and tanker cars used for bridge in Ulster township.
A motion was made by Supervisor Enabnit and seconded by Supervisor Staudt to adjourn.Motion carried 2-0.
