The Floyd County Board of Supervisors met for regular session at on Tuesday, September 26, 2006 in the Board Room of the Floyd County Courthouse with the following in attendance:Chairman Staudt, Supv. Dunkel and Supv. Enabnit.
Dunkel/Enabnit moved to approve the agenda as presented.Motion carried 3-0.
Pat Zwanziger requested clarification on the September 11 minutes.Public Health will be case manager for the elderly waiver.This has nothing to do with the Eldebridge Agency on Aging.Public Health always did case management and in the past the Eldebridge Agency on Aging use to contract for case management for the elderly waiver.Dunkel/Enabnit moved to clarify wording from the September 11 minutes to Public Health being case managers for the elderly waiver and it has nothing to do with Eldebridge Agency on Aging.Motion carried 3-0.Dunkel/Enabnit moved to replace “building” with “maintenance shed” in regard to the UlsterTownship building on the September 11 meeting minutes to clarify which property is being discussed.Motion carried 3-0.Dunkel/Enabnit moved to approve the amended September 11 minutes and the September 12 and 18, 2006 minutes. Motion carried 3-0.
Dunkel/Enabnit moved to approve the following claims:County #786-976, Secondary Roads #18550-18574, and MH-DD #56763-56767.Motion carried 3-0.
Enabnit/Dunkel moved to sign the Floyd County Library Agreement with the Floyd County Supervisors.Motion carried 3-0.
Dunkel/Enabnit moved to direct the Auditor to send a letter to the Leavens’ family requesting a Certificate of Insurance naming FloydCounty as additional insured for the event and pre-event dates and no alcohol is to be consumed on the property.Motion carried 3-0.
Enabnit/Dunkel moved to reschedule the hearing for the drain water in 19-96-15 until October 10 at due to a medical reason.Motion carried 3-0.
Enabnit/Dunkel moved to table the authorization to remove a tree on the front lawn of the courthouse property until we are sure the Veteran’s memorial goes through and the decision on who pays for the tree removal is determined.Motion carried 3-0.
Dunklel/Enabnit moved to void the following unpaid warrants for the General Fund, Mental Health and Assessor totaling $1,566.69 for FY03 and FY04:6954, 7329, 9662, 10878, 13367, 13440, 31295, 32310, 33180, 33356, 15713, 18112, 21877, 25831, 25929, 13302, 7006, 11130, 33233, 27556, and 10590.Motion carried 3-0.
Enabnit/Dunkel moved to accept the IDNR’s draft of a Construction Permit for Balsam Coop for a new swine confinement feeding operation and the Board has no intent to file a demand for a hearing with the IDNR.Motion carried 3-0.
Dunkel/Enabnit moved to approve the Application for Approval of Underground Construction on Floyd County Right of Way from VeraSun for an 18-inch water main.Motion carried 3-0.
Supv Enabnit dismissed himself from the meeting.
Dunkel/Staudt moved to approve the Application for Approval of Underground Construction on Floyd County Right of Way submitted by Steven Swartzrock and Leonard Kolbert for a tile line.Motion carried 2-0.
Dunkel moved to close the bridge located on 110th Street leaving it open for pedestrian and bike traffic only per the recommendation of Calhoun-Burns.Motion carried 2-0.
Dusten Rolando, CountyEngineer, reported that three loads of sand/rock were hauled away and 10-12 loads of rock were replaced at the DHS parking lot.Rolando reported that his office sent two bills to the Floyd County Fair Board for services Secondary Roads provided to them and they have not paid.Dunkel/Staudt signed the final plans for the box culvert bridge replacement project north of the Avenue of Saints on Lancer Ave.This project will be let in January.The RISE project is moving along with dirt being moved and utility issues being addressed.Rolando took quotes for patching job on Underwood Ave.Wedgewood which will be done in late October.Work is being done on T24 also.Roland is looking at buying a bobcat/skidloader for the bridge crew.They are working on plans for paving B45 to Rockford, possibly doing work in May 2007.
A motion was made by Supervisor Dunkel and seconded by Supervisor Staudt to adjourn.Motion carried 2-0.
