The Floyd County Board of Supervisors met for regular session at on Tuesday, October 24, 2006 in the Board Room of the Floyd County Courthouse with the following in attendance:Chairman Staudt, Supv. Dunkel and Supv. Enabnit.
Enabnit/Dunkel moved to amend the agenda to include review/action regarding getting bids for health insurance.Motion carried 3-0.Dunkel/Enabnit moved to approve the agenda as amended.Motion carried 3-0.
Enabnit/Dunkel moved to approve the October 9, 10 and 16, 2006 minutes. Motion carried 3-0.
Dunkel/Enabnit moved to approve the following claims:County #1173-1348-, Secondary Roads #18610-18639, and MH-DD #56809-56846.Motion carried 3-0.
Connie Parson, Parson Real Estate, presented prints of the condos that will be placed on the Allied Fifth Addition.Enabnit/Dunkel moved to approve the 40% funding from the Infrastructure Fund for Allied Fifth Addition.Motion carried 3-0.
Dunkel/Enabnit moved to approve Resolution #27-06 – A Adopting the Floyd County UR-1 Urban Revitalization Plan and instruct the chairman to sign.Motion carried 3-0.
Enabnit/Dunkel moved to approve Ordinance #2006-3 – An Ordinance Designating Certain Areas of Floyd County, Iowa as Urban Revitalization Areas.Motion carried 3-0.The Auditor will forward the Application for Tax Exemption within the Urban Revitalization Plan of Floyd County from Farmers Cooperative Company to the CountyAssessor.
Dunkel/Enabnit moved to approve Resolution #28-06 Naming Depositories for 2006.Motion carried 3-0.
Enabnit/Dunkel moved to approve Resolution #29-06 Public Hearing for disposition the UlsterTownship shed.Motion carried 3-0.
Enabnit/Dunkel moved to change the service plan with MidAmerican Energy.Motion carried 3-0.
Dusten Rolando, CountyEngineer, provided documentation addressing Dennis Sanvig’s letters regarding the construction progress of the waterline.Dunkel/Enabnit motioned that this has been reviewed with the CountyEngineer to provide the information to CountyAttorney for further action as she deems needed.Motion carried 3-0.
Roland, Duane Milligan, Mike Milligan and the Board discussed the T-intersection on 185th and Packard Ave.Rolando offered to sell supplies to Milligan to put up a barricade on his property but does not believe the County is responsible for the cost of putting up the barricade outside the clear zone.Milligan would like the County to provide protection from traffic missing the turn and driving across the ditch and potentially running into his home.Chairman Staudt suggested Milligan present a plan and costs to put up a barricade on his property to the Supervisors who will then consider paying for the project.Supv Dunkel suggested Milligan visit with his insurance company to see what his liability would be if he puts up a barricade and someone hits it with a vehicle.
Rolando updated the Board on the RISE project.They are working on the modified sub-base today, still doing some grade work, and then rock should be down around the corner up to the south drive way of VeraSun.Patching on Underwood Ave is in the works.Rolando explained the County’s process of mixing brine and salt.Rolando said the cost of doing a feasibility study for the 110th Street bridge is $1,900.Rolando read a letter from the Office of Local Assistance-DOT regarding new policy regarding funding for FM projects and situations were money is borrowed ahead.The drainage district #12 main is totally shot and there needs to be an informational meeting with the Board and drainage district property owners to address the issue.
Dunkel/Enabnit moved to table getting health insurance bids until August 2007.Motion carried 3-0.
A motion was made by Supervisor Dunkel and seconded by Supervisor Enabnit to adjourn.Motion carried 3-0.
