Floyd County Board of Supervisors Meeting

January 2, 2007, 8:00 AM

UNAPPROVED MINUTES

The Floyd County Board of Supervisors met as required by law for the annual organizational meeting at 8:00 a.m. on Tuesday, January 2, 2007 in the Board Room of the Floyd County Courthouse with the following in attendance:  Supv. Enabnit, Supv. Staudt, and Supv. Dunkel.

Dunkel/Enabnit moved to approve the agenda as presented.  Motion carried 3-0.

The Board recessed to conduct the annual cash count in various county offices.

The Board reconvened the organizational meeting of the Board for the year 2007.

                Enabnit/Staudt moved to elect Warren Dunkel as Board Chairman for 2007.  Motion carried 3-0. 

                Chairman Dunkel continued the meeting.

                Chairman Dunkel appointed Supervisor Enabnit as Vice Chairman Pro-Tem for 2007.

                Newly elected officers, Arlin Enabnit, Leo Staudt, Frank Rottinghaus, Deb Roberts, and Jesse Marzen, were sworn in at 8:30 a..m. 

                The Board, Jesse Marzen, County Attorney, and Marilyn Dettmer discussed personnel issues for the County Attorney’s office.  Dettmer, representing Jewel Flood and Alicia Liddle, requested to tape this portion of the meeting.  Marzen requested to post positions for staff in his office on the Board of Supervisor’s bulletin board for 10 days per requirements from David Vestal, ISAC attorney.   Dettmer informed the Board that the code of Iowa requires 10 days of posting and publishing in the county’s official newspaper and that the County handbook and practice has been to post and publish 14 days before hiring.  Supv Staudt suggested that Marzen keep the same staff during interviewing because they know cases and what’s going on in the office.  Dettmer stated there needed to be a vacancy before posting and publishing could occur.  There are currently no vacancies in the office.  The issue of rehiring two former county employees was discussed.  Enabnit/Dunkel motioned to let Marzen post and put in the newspaper to interview for any possible vacancies in the County Attorney’s office.  Motion carried 2-1.  Chairman Dunkel would like Marzen to give a progress report at the January 8 Supervisor’s workshop meeting and stated a special meeting could be held to fill vacancies on January 12 if need be.

Staudt/Enabnit moved to hold the regular Board meetings at 9:00 a.m. on the second and fourth Tuesdays of the month.   Motion carried 3-0.  Enabnit/Staudt moved to hold Supervisor Workshops at 9:00 a.m. on Mondays the courthouse is open.  Motion carried 3-0.  Staudt/Enabnit moved to hold department meetings on the first Tuesday of each month at 8:30 a.m.  Motion carried 3-0.

Enabnit/Staudt moved to authorize the Auditor to destroy certain useless documents over ten years old.  Motion carried 3-0.

Staudt/Enabnit moved to approve Resolution #01-07 To Draw Warrants -2007, authorizing the Auditor to draw warrants for certain fixed charges against the County.  Motion carried 3-0.

Enabnit/Staudt moved to name the Charles City Press and Rockford-Nora Springs Register as the official county newspapers.  Motion carried 3-0.

Staudt/Enabnit moved to approve the appointments to the various departments.  Motion carried 3-0.  Appointments are as follows:

Enabnit/Staudt moved to approve the appointments among the Board of Supervisors.  Motion carried 3-0.  Appointments are as follows:

Staudt/Enabnit moved to appoint Doug Schroeder on the T21 Enhancement Board and Dusten Rolando to the T21 Tech Board.  Motion carried 3-0.

Enabnit/Staudt moved to appoint Dusten Rolando ex-officio/secretary to the SW Bypass TIF Board.  Motion carried 3-0.

Staudt/Enabnit moved to appoint Dusten Rolando to the Cedar Valley Transportation Center Joint Board and Doug Franke as alternate.  Motion carried 3-0.

 

                Enabnit/Staudt moved to approve Warren Dunkel to act as power of attorney for Farm Service Agency.  Motion carried 3-0.

                Staudt/Enabnit moved to approve the Floyd County Investment Policy at the recommendation of the County Treasurer.  Motion carried 3-0.

Enabnit/Staudt moved to approve Resolution #02-07 Naming Depositories for 2007 for the Treasurer, Auditor, Sheriff, and Recorder.  Motion carried 3-0.  The Depositories for the offices are as follows:

County Treasurer – First Citizens National Bank, First Security Bank & Trust, First State Bank, Cresco Union Savings Bank, and Bank of America

County Auditor – First Citizens National Bank and First Security Bank & Trust.

County Sheriff - First Citizens National Bank and First Security Bank & Trust.

County Recorder - First Citizens National Bank and First Security Bank & Trust

Enabnit/Staudt moved to approve Resolution #03-07 Naming Depositories for 2007 for General Assistance and CPC/Case Management custodial accounts.  Motion carried 3-0.  The Depositories for the offices are as follows:

General Assistance – First Citizens National Bank and First Security Bank & Trust.

CPC/Case Management - First Citizens National Bank, First Security Bank & Trust, Wells Fargo (Mason City), US Bank (Mason City), Clear Lake Bank & Trust (Clear Lake), North Iowa Community Credit Union (Mason City).

Staudt/Enabnit moved to add gross wages to minutes for publication for the end of the calendar year.  Motion carried 3-0. 

Enabnit/Staudt moved to approve Resolution #04-07 allowing certain individuals to take county vehicles and equipment home and be available on a 24-hour basis and include this to cover anyone else outside of Secondary Roads who this may also apply to.  Motion carried 3-0.

Supv Enabnit and Supv Dunkel will tour the Floyd County Memorial Hospital at 10 a.m.

Enabnit/Staudt moved to adjourn. Motion carried 3-0.
