The Floyd County Board of Supervisors met as required by law for the annual organizational meeting at on Tuesday, January 2, 2007 in the Board Room of the Floyd County Courthouse with the following in attendance:Supv. Enabnit, Supv. Staudt, and Supv. Dunkel.
Dunkel/Enabnit moved to approve the agenda as presented.Motion carried 3-0.
The Board recessed to conduct the annual cash count in various county offices.
The Board reconvened the organizational meeting of the Board for the year 2007.
Enabnit/Staudt moved to elect Warren Dunkel as Board Chairman for 2007.Motion carried 3-0.
Chairman Dunkel continued the meeting.
Chairman Dunkel appointed Supervisor Enabnit as Vice Chairman Pro-Tem for 2007.
Newly elected officers, Arlin Enabnit, Leo Staudt, Frank Rottinghaus, Deb Roberts, and Jesse Marzen, were sworn in at a..m.
The Board, Jesse Marzen, CountyAttorney, and Marilyn Dettmer discussed personnel issues for the CountyAttorney’s office.Dettmer, representing Jewel Flood and Alicia Liddle, requested to tape this portion of the meeting.Marzen requested to post positions for staff in his office on the Board of Supervisor’s bulletin board for 10 days per requirements from David Vestal, ISAC attorney.Dettmer informed the Board that the code of Iowa requires 10 days of posting and publishing in the county’s official newspaper and that the County handbook and practice has been to post and publish 14 days before hiring.Supv Staudt suggested that Marzen keep the same staff during interviewing because they know cases and what’s going on in the office.Dettmer stated there needed to be a vacancy before posting and publishing could occur.There are currently no vacancies in the office.The issue of rehiring two former county employees was discussed.Enabnit/Dunkel motioned to let Marzen post and put in the newspaper to interview for any possible vacancies in the CountyAttorney’s office.Motion carried 2-1.Chairman Dunkel would like Marzen to give a progress report at the January 8 Supervisor’s workshop meeting and stated a special meeting could be held to fill vacancies on January 12 if need be.
Staudt/Enabnit moved to hold the regular Board meetings at on the second and fourth Tuesdays of the month.Motion carried 3-0.Enabnit/Staudt moved to hold Supervisor Workshops at on Mondays the courthouse is open.Motion carried 3-0.Staudt/Enabnit moved to hold department meetings on the first Tuesday of each month at Motion carried 3-0.
Enabnit/Staudt moved to authorize the Auditor to destroy certain useless documents over ten years old. Motion carried 3-0.
Staudt/Enabnit moved to approve Resolution #01-07 To Draw Warrants -2007, authorizing the Auditor to draw warrants for certain fixed charges against the County. Motion carried 3-0.
Enabnit/Staudt moved to name the Charles City Press and Rockford-Nora Springs Register as the official county newspapers. Motion carried 3-0.
Staudt/Enabnit moved to approve the appointments to the various departments. Motion carried 3-0. Appointments are as follows:
