Staudt/Enabnit moved to amend the agenda to include review/action regarding a wind energy ordinance, review/action regarding the Iowa Dept of Public Health County Substance Abuse Programs, and review/action regarding purchase of a lawn mower.Motion carried 2-0.Enabnit/Staudt moved to approve the agenda as amended.Motion carried 2-0.
Staudt/Enabnit moved to approve the January 8, 9 and 16, 2007 minutes. Motion carried 2-0.
Enabnit/Staudt moved to approve the following claims:County #2317-2492, Secondary Roads #18799-18835, and MH-DD #56947-56973.Motion carried 2-0.
The Board reviewed the notice from Tim Fox, Area Development Corp. regarding a revision to the Wayne Johnson Constructionís application for assistance from the Floyd County Infrastructure Fund.The original application was approved on December 12, 2006 with FloydCounty awarding $13,879.80 (40% of $34,699.50).The amended/resubmitted request is for the County to award $18,705.16 (40% of $46,762.90). Staudt/Enabnit moved to approve the amended Floyd County Infrastructure Fund application for Wayne Johnson Construction.Motion carried 2-0
Enabnit/Staudt moved to approve Resolution #07-07 for Construction Evaluation (Master Matrix).Motion carried 2-0.
Staudt/Enabnit moved to approve the HIPAA Exemption Election Document for the Floyd County Employees Health Plan.Motion carried 2-0.
Enabnit/Staudt moved to approve the Floyd County Treasurerís Settlement Report to the Board of Supervisors December 31, 2006 (annual report).Motion carried 2-0.
Frank Rottinghaus, CountyTreasurer, and the Board discussed a Rockford parcel deeded to the County in December, a 120-day period for parties who were notified and may have interest in the property, notification to a renter and disposition of the property after the 120-day period.The Auditor will make sure the property is insured.Staudt/Enabnit moved to turn the Rockford property over to the CountyAttorney for action on an eviction notice and then the County may proceed with disposition of the property.Motion carried 2-0.
Bob Lincoln, CPC/Case Management Director updated the Board on the Mental Health Center of Iowa regarding calculations for a catch up period of February-June 2007 and challenges the agency is facing.Staudt/Enabnit moved to approve a one-time payment of $22,984 to the Mental Health Center of North Iowa per recommendation of the CPC Director.Motion carried 2-0.
Lincoln presented the Provider and Program Participation Agreement between FloydCounty and Mercy Medical Center of North Iowa and discussed the increase in charges for inpatient stays.Enabnit/Staudt moved to approve the Provider and Program Participation Agreement.Motion carried 2-0.
Dusten Rolando, CountyEngineer, and the Board discussed vacation of roadway easement along the west side of Sec 18, Twp 96, Rge 18.Staudt/Enabnit moved to approve Resolution #08-07 Vacation of Roadway Easement and Order Thereof.Motion carried 2-0.
Enabnit/Staudt moved to approve the Underground Construction on FloydCounty right-of-way from Qwest on 215th St. from Ridgeway to Rove.Motion carried 2-0.
Rolando stated that the low bid for the bridge on T38 came in at $158,791.50 from McCulley Culvert Inc., Barnes, IA.Staudt/Enabnit moved to accept the bid and authorize the Chair to sign the contract when it comes in.Motion carried 2-0.
Rolando provided the Board with the Foremanís meeting minutes.Letting for the viaduct is expected to take place in June.Rolando read a letter of appreciation for Dale Hughes from Diane Souder, a letter of concern from Mr. Nolt regarding the closing of the 115th St. bridge, an anonymous call regarding not plowing snow timely on Ripley Bridge Drive and a letter from Dennis Sanvig regarding issues of damage on his property during the waterline project.Rolando is taking quotes for a track excavator.
The Board reviewed wind energy ordinances from Franklin, Mitchell and Cerro GordoCounty.Enabnit/Staudt moved to set a hearing for the first reading of a wind energy ordinance for February 13, 2007 at Motion carried 2-0.
Staudt/Enabnit moved to approve the Iowa Department of Public Health County Substance Abuse Programs Request for Bid Fiscal Year 2008 with FloydCounty funding $7,796.25.Motion carried 2-0.
Staudt/Enabnit moved to approve a quote for $1,895 from Donís Repair for the purchase of a new lawn mower with trade-in of the countyís old John Deere mower.Motion carried 2-0.
The Board reviewed the CountyEngineerís budget.
A motion was made by Supervisor Enabnit and seconded by Supervisor Staudt to adjourn.Motion carried 2-0.
