The Floyd County Board of Supervisors met for a workshop meeting at on Monday, January 22, 2007 in the Board Room of the Floyd County Courthouse with the following in attendance:Supv. Enabnit, Chair Pro-Tem, and Supv. Staudt; Absent:Chairman Dunkel
Staudt/Enabnit moved to approve the agenda as presented.Motion carried 2-0.
Art White, Bruce White, and Don Casler, Veterans Memorial Committee representatives, updated the Board on the memorial.Supv. Enabnit will contact Gary Beyers regarding status of a couple trees on the front lawn.
Bruce Hovden, CountyAssessor, Larry Tjaden, Dennis White and the Board discussed the implementation of a wind energy ordinance.Hovden explained two Iowa Code sections that apply to wind energy, one allowing an assessment provision over a 20-year period and the other which allows for an exemption for five years in situations where the wind energy is sold directly to consumers.Tjaden Farms started the installation of a wind turbine in 2004 and applied for an assessment provision later.In April 2005 the Board chose not to implement a wind energy ordinance.White requested the Board to reconsider the implementation of an ordinance soon.The Board will act on this at the next regular meeting.Tjaden would like the Board’s consideration in allowing Tjaden Farms to be able to get the benefit of the ordinance.Hovden has conferred with representative from State regarding interpretation of the new Code and stated the law does not permit making the ordinance retroactive for Tjaden’s situation but would benefit any future installations of wind turbines.Supv Enabnit said they could discuss any possible way of getting Tjaden in on the ordinance.
Jesse Marzen, County Attorney, requested that the Board table discussion regarding St Charles Township and the Sunnyside Memorial Gardens Cemetery as new information has come about and he would like time to investigate and report his findings in a couple of weeks.
Jay Hansen, Prairie Ridge Addiction Treatment Services, presented information regarding the Iowa Dept of Public Health County Substance Abuse Program.Prairie Ridge is applying for $2,598.75 from the state with the County paying $3 for every $1 from State or $7,796.25, total award being $10,395 to Prairie Ridge.The Board will act on this at the next regular meeting.
The Board noted the fees collected from the Clerk of Court for Sheriff, Sheriff Surcharge and Treasurer.
The Board noted the receipt of the Floyd County Memorial Hospital Accountants’ Report and Financial Statements for June 30, 2006.
The Board reviewed claims.
The Board will discuss the trade-in and purchase of a lawnmower at the next regular meeting.
Jerry Peters, Peters Garage, informed the Board of his efforts to collect for the towing and storage of a vehicle that he towed in August 2005 and is still at his business.Peters questioned the policy of abandoned vehicles and the use of tow tickets.Deputy Tiedemann and Deputy Myers were called in and discussed the procedure the dispatch center uses for tow calls, the Sheriff Dept’s procedures for issuing tow tickets and processing abandoned vehicles, and requests to obtain a bill from Peters for the vehicle towed and stored at Peters Garage in August 2005.
A motion was made by Supervisor Staudt and seconded by Supervisor Enabnit to adjourn.Motion carried 2-0.
