UNAPPROVED MINUTES

 

The Floyd County Board of Supervisors met in regular session at 9:00 a.m. on Tuesday, May 10, 2005 in the Boardroom of the Floyd County Courthouse, Charles City, IA.

 

Staudt/Dunkel motioned to amend agenda to include review/action regarding the County Substance Abuse Funding for FY06 Request for Application, review/action regarding the Notice to the Public regarding Noxious Weeds Must Be Destroyed and review/action regarding the Iowa Environmental Health Registry Application.  Motion carried 3-0.  Dunkel/Staudt motioned to approve the agenda as amended.   Motion carried 3-0.

 

Staudt/Dunkel motioned to approve the April 26, 2005 meeting minutes.  Motion carried 3-0.

 

Staudt/Dunkel motioned to approve the county claims #3969-4166, Secondary Roads Claims #17343-17385, MH-DD #56046-56073 and drains - 0.  Motion carried 3-0.

 

Dunkel/Staudt motioned to approve the hiring of Stephen Koehler as a part time temporary employee for CPC at a rate of $5.15.  Motion carried 3-0.

 

Discussed the charges for the Emergency Medical Extrication charges for Floyd County Search and Rescue.  Charges proposed are 1) Extrication at $65/hour, with a minimum of one (1) hour per rescue personnel; every hour thereafter it is charged at $55/hour/person; 2) Equipment at $175/hour with a minimum one (1) hour and each following hour; 3) Non-reusable equipment will be charged out at replacement cost.  Staudt/Dunkel motioned to approve the charges for Floyd County Extrication Statement for Floyd County Search and Rescue as proposed by Ken Mahler.  Motion carried 3-0. 

 

Dunkel/Staudt motioned to void the following unpaid warrants totaling $298.81 for FY02:  #20581, 30346, 30363, 30380, 30443, 30445, and 30531.  Motion carried 3-0.

 

Staudt/Dunkel motioned that effective today, employees who serve as volunteers for emergency response duties to grant regular pay for absences from work for emergency calls during regular working hours and to direct the Auditor to write a policy to this effect for the employee handbook.  Motion carried 3-0.

 

Two sealed envelopes for bids for the County’s Commercial insurance were received and opened.  Sisson & Associates proposal was with EMC Insurance Companies for $183,215.  People''s Insurance proposed two bids, one for a renewal with Birkshire Hathaway Homestate Companies for $175,389 and with ICAP and IMWCA $186,839.  Staudt/Dunkel motioned to accept the low bid from People''s Insurance renewing with Birkshire Hathaway Homestate Companies at $175,389.  Motion carried 3-0.

 

Dunkel/Staudt motioned to allow Community Nursing employees who accept employment with the County to come in with years of service from date of hire with Community Nursing, not including any years of service for other types of employment with the Hospital, and they will come in with the rate of pay they are currently making as a Community Nursing employee.  Motion carried 3-0.

 

The Board noted receipt of resolution of the Board of Directors of Hawkeye Community College (Merged Area VII) levying a tax for the purpose of paying principal and interest on Industrial New Jobs Training Certificates.

 

Dunkel/Staudt motioned to approve the Memorandum of Understanding MOU-2006 C023 Between the Iowa of Public Health and Floyd County Board of Supervisors regarding County Substance Abuse Funding for FY06 Request for Application and authorize the Chairman to sign.  Motion carried 3-0.

 

Chairman Enabnit opened the Public Hearing for the preliminary plat on Hidden Acres 2nd Subdivision at 10:02 a.m.  Mike Milligan, Zoning Administrator, attended.  Written notification was received prior to the hearing from Mike Milligan, Zoning Administrator.  Written notice was in regard to the Floyd County Zoning Commission Public Hearing on May 6, 2005 where the Commission did not approve the preliminary plat for Henry J. & Marlene J. Kalke for the Hidden Acres 2nd Subdivision due to the road not meeting the Engineer’s specifications and when the road (Prairie View Place) is brought up to standards their request will be revisited.  The hearing was closed at 10:15 a.m.

 

Staudt/Dunkel motioned to approve the preliminary plat on Hidden Acres 2nd Subdivision with the stipulation that Henry and Marlene Kalke get the road up to specification which must be provided in writing by the County Engineer to the Board of Supervisors.  Motion carried 3-0.

 

Dunkel/Staudt motioned to approve the Notice to the Public regarding Noxious Weeds Must Be Destroyed and authorize the Auditor to publish.  Motion carried 3-0.

 

Dunkel/Enabnit motioned to approve the Iowa Environmental Health Registry Application for Membership and FY06 Grants to Counties Well Program Application and authorize the Chairman to sign.  Motion carried 3-0.

 

Chairman Enabnit opened the Public Hearing for the second reading of Zoning Ordinance 358A.  There were no written or oral statements presented to the Auditor prior to day’s meeting.  There were approximately 40 people in attendance.  Gordon Boge asked that the minutes from the previous hearing be read.  Concerns regarding fencing/screening, who can submit complaints, enforcement issues and the definition of junk/salvage were expressed.  The Supervisors offered concerned citizens to meet with them during workshops to discuss issues prior to the next hearing.  An evening workshop could be offered if necessary as well so citizens would not have to take time off from work.  The hearing closed at 11:00 a.m.

 

Dunkel/Enabnit motioned to table action on the ordinance until July 26th at 10:00 a.m. so the public would have time to submit suggestions for changing the Zoning Ordinance 358A.  Motion carried 2-0.

 

Old Business – County Engineer said he ordered railroad cars for bridge east of Stillwater greenhouse, west of Underwood. 

 

New Business - County Engineer discussed County Farm water problem that was thought to be a tile problem but ended up being a septic problem from the acreage.  The Engineer is going to pay for the septic repairs done so far but future repairs will need to be paid by the property owner and/or a 50/50 split with the county.

 

A motion was made by Supervisor Dunkel and seconded by Supervisor Staudt to adjourn.  Motion carried 2-0.
