The Floyd County Board of Supervisors met for regular session at on Tuesday, February 13, 2007 in the Board Room of the Floyd County Courthouse with the following in attendance:Chairman Dunkel, Supv. Staudt and Supv. Enabnit.
Enabnit/Staudt moved to amend the agenda to set the date for the County budget hearing.Motion carried 3-0.Staudt/Enabnit moved to approve the agenda as amended.Motion carried 3-0.
Enabnit/Staudt moved to approve the January 22, 23, 29 and February 5, 2007 minutes. Motion carried 3-0.
Staudt/Enabnit moved to approve the following claims:County #2494-2544, Secondary Roads #18836-18885, MH-DD #56975-56995, and Drains #3-8.Motion carried 3-0.
Enabnit/Staudt moved to approve the Bioterrorism Plan.Motion carried 3-0.
Staudt/Enabnit moved to approve Resolution #09-07 Commissary Profit Fund.Motion carried 3-0.
Enabnit/Staudt moved to pay Bridget Moe, Emergency Management Coordinator, for mileage to commute to and from work and home as taxable income through payroll.Motion carried 3-0.
Staudt/Enabnit moved to allow County payment of $300 for well reconstruction and $150 for cistern closings.Motion carried 3-0.
Enabnit/Staudt moved to pay two Rock Grove Township Trustees for meetings attended.Motion carried 3-0.Staudt/Enabnit moved to pay $10 per hour for 10 hours to a Rock Grove Township Trustee for his work in gathering information for the Rudd Fire Station.Motion carried 3-0.
Staudt/Enabnit moved to allow CPC/Case Management to assume the space and costs of the vacated office at the DHS building.Motion carried 3-0.
Enabnit/Staudt moved to go out for quotes for the Countyís General Commercial/Liability insurance for July 1, 2007.Motion carried 3-0.
Enabnit/Staudt moved to approve the Countyís revised health care plan.Motion carried 3-0.
Staudt/Enabnit moved to resolve to transition from using County warrants to using checks for regular and payroll claims.Motion carried 3-0.
Enabnit/Staudt moved to set the County budget hearing for Tuesday, March 13 at Motion carried 3-0.
Supv Staudt excused himself from the meeting to attend to other business.
The hearing for the first reading of an ordinance regarding an assessment of wind energy conversion property opened at The Auditor received no written or oral comments for or against the ordinance.Three interested parties attended the hearing and had no comments regarding the ordinance.The hearing closed at Enabnit/Dunkel moved to pass the first reading of the Ordinance #2007-1.Motion carried 2-0.Dunkel/Enabnit moved to set the second reading of the ordinance for February 27 at Motion carried 2-0.
Enabnit/Dunkel moved to authorize the transfer of funds from Farm to Market account to the IDOT account on materials inspection costs in the amount of $259.87.Motion carried 2-0.
Dusten Rolando, CountyEngineer, discussed bills for drainage districts.The Board will act on issuing drainage assessments at the next regular meeting.
Rolando distributed Foremanís minutes and gave an update on Secondary Road activities.Rolando presented a map of the 2008 Construction Program for contract, day labor and candidate bridges.Various bridge work has been shuffled around from the previous program.Rolando requested signatures for paving projects for farm-to-market roads.Rolando discussed a nationwide permit that is needed by the Corp of Engineers and State projects that have been pushed back until a new permit can be obtained.Rolando is looking at getting quotes for an excavator.
The Board discussed additions, changes and deletions to the budget.All department heads with non-union, non-elected employees are to put wages at a 3% limit with the exception of merit wages due to changes in responsibilities.
A motion was made by Supervisor Enabnit and seconded by Supervisor Dunkel to adjourn.Motion carried 2-0.
