Floyd County Board of Supervisors Meeting

UNAPPROVED MINUTES

The Floyd County Board of Supervisors met for regular session at 9:00 a.m. on Tuesday, February 27, 2007 in the Board Room of the Floyd County Courthouse with the following in attendance:  Chairman Dunkel, Supv. Enabnit and Supv. Staudt. 

Staudt/Enabnit moved to amend the agenda to include review/action regarding courthouse security, review/action regarding resolution urging the repeal of the residency requirement, review/action regarding disposition of Rockford property.  Motion carried 3-0.  Enabnit/Staudt moved to approve the agenda as amended.  Motion carried 3-0. 

Rick Lynch, Sheriff, and Bridget Moe, Emergency Management Coordinator, presented information regarding four proposals for utilizing Homeland Security grant money for courthouse security purposes.  Enabnit/Staudt moved to approve quote #70215-13 for adding cameras, replacing VCRs with a digital video recorder at the recommendation of the Sheriff.  Motion carried 3-0.

Enabnit/Staudt moved to approve Resolution #12-07 Urging Repeal of the Residency Requirement in Iowa Code Section 692A.2A.  Motion carried 3-0.

Enabnit/Staudt moved to approve the February 12, 13 and 19, 2007 minutes.  Motion carried 3-0.

The Board received correspondence regarding interest in purchasing property in Rockford owned by Floyd County.  Enabnit/Staudt moved to approve a date for a hearing regarding the disposition of property located at 808 1st Ave SW, Rockford on March 27 at 10 a.m.  Motion carried 3-0.  The County Attorney will respond to the letter of interest.

Staudt/Dunkel moved to approve the following claims:  County #2545-2852, Secondary Roads #18886-18902, and MH-DD #56996-57030.  Motion carried 3-0.

Enabnit/Staudt moved to approve Resolution #10-07 Sunnyside Memorial Gardens Perpetual Care Trust Fund.  Motion carried 3-0.

Staudt/Enabnit moved to approve Resolution #11-07 Loss of Federal Entitlement Benefits Resolution.  Motion carried 3-0.

Staudt/Enabnit moved to approve the liquor license for the Cedar Ridge Golf Course subject to them providing proper paperwork.  Motion carried 3-0.

Supervisor Dunkel opened the hearing for the Assessment of Wind Energy Conversion Property at 10:06 a.m.  There were no written or oral comments and no attendees to the hearing.  The hearing closed at 10:07 a.m.  Staudt/Enabnit moved to approve the 2nd reading of Ordinance #2007-1.  Motion carried 3-0.  Enabnit/Staudt moved to waive the 3rd reading of the Ordinance.  Motion carried 3-0.  Staudt/Enabnit moved to approve the final reading of Floyd County Ordinance 2007-1 Assessment of Wind Energy Conversion Property.  Roll Call vote:  Ayes:  Staudt, Enabnit, Dunkel; Nayes:  none.  Motion carried 3-0.

Enabnit/Staudt moved to rescind the motion made on February 13 to pay mileage to the Emergency Management Coordinator to commute from home to work and let the Emergency Management Commission address the issue on February 28.  Motion carried 3-0. 

Staudt/Enabnit moved to authorize the Auditor to assess drainage district #3 for $4,000 and #17 for $1,000.  Motion carried 3-0.

Staudt/Enabnit moved to approve wages for summer help with an increase of $0.25 per hour.  Motion carried 3-0.

Enabnit/Staudt moved to approve the Floyd County Dust Control Policy.  Motion carried 3-0.

Dusten Rolando, County Engineer, updated the Board on road conditions and closings due to the storm.  Rolando reported that the feasibility study on the 110th St bridge is being conducted now.  Engineering will be done in 2008 with construction in 2009. 

A motion was made by Supervisor Enabnit and seconded by Supervisor Staudt to adjourn.  Motion carried 3-0.
