The Floyd County Board of Supervisors met for regular session at on Tuesday, April 10, 2007 in the Board Room of the Floyd County Courthouse with the following in attendance:Chairman Dunkel, Supv. Enabnit, and Supv. Staudt.
Staudt/Enabnit moved to amend the agenda to include Review/Action on donating to the Barn/Community Quilt project.Motion carried 3-0.Enabnit/Staudt moved to approve the agenda as amended.Motion carried 3-0.
Staudt/Enabnit moved to approve the March 26, 27 and April 2 minutes.Motion carried 3-0.
Enabnit/Staudt moved to approve the following claims:County 3189-3463, Secondary Roads 18973-19020, MH-DD57077-57089.Motion carried 3-0.
The Board noted the letter received from Jeff Kolb, Butler County Resource & Development Group requesting the Board to relocate an Enterprise Zone to Greene, Iowa Industrial Park.Tim Fox, Charles City Area Development Corporation, presented information regarding Charles City EZ-4 which is 21.18 acres situated NE of Charles City around the Dome Pipeline area.Fox said EZ-4 expires in 2008 and there are no current projects for this area and is a good candidate to be moved.Enabnit/Staudt moved to approve Res #16-07, Approving the Application by FloydCounty to the IDED Requesting Relocation and Expiration Extension of Floyd County, Charles City EZ-4 Situation in CharlesCity to that Portion of Greene, Iowa Located in Butler County, Iowa. Motion carried 3-0.
Fox paraphrased the 28E agreement between Butler and Floyd regarding the establishment of an Enterprise Zone in which FloydCounty is an Enterprise Zone County and acknowledges that ButlerCounty is not.Staudt/Enabnit moved to approve the Chapter 28E Agreement Between the County of Butler, Iowa and the County of Floyd, Iowa, Regarding Establishment of an Enterprise Zone.Motion carried 3-0.
Fox presented information on extending Charles City EZ-1 which is 840 acres located in the Cambrex/Fort Dodge Animal Health area and expires in August 2007.Enterprise Zone areas can now be extended five years and with future anticipated projects, Fox would like to have EZ-1 extended.Enabnit/Staudt moved to approve Res #17-07 Floyd Co BOS Petitioning the IDED for Expiration Date Extension Pertaining to Floyd County Charles City EZ-1.Motion carried 3-0.
Fox presented information on extending Charles City EZ-2 which is 154 acres located in the EastDevelopmentPark and expires in November 2007.Staudt/Enabnit moved to approve Res #18-07 Floyd Co BOS Petitioning the IDED for Expiration Date Extension Pertaining to FloydCounty, Charles City EZ-2.Motion carried 3-0.
The Board received notice from the City Council of the City of Greene regarding a hearing for an application by Rottler Farms, Inc. to annex the SW¼ SE¼ SW¼ of 36-94n-17W in FloydCounty into the City of Greene.Per Iowa Code 368.7, the Board shall state by resolution whether or not it supports or has not position on the application for annexation.Enabnit/Staudt moved to approve 19-07 Floyd County Board of Supervisors Support the Application for Annexation of Real Property to the City of Greene, IA.Motion carried 3-0.
The Board discussed compiled wages for PH/HH staff.Staudt/Enabnit moved to take no action and this time on PH/HH staff wage increases and revisit wages prior to July.Motion carried 3-0.
The Board reviewed the Auditor’s Credit Card Policy draft and the Business VISA brochure provided by First Citizens National Bank.The Board would like to have a representative talk with them about the rewards of the VISA program.Enabnit/Staudt moved to table enacting a credit card policy at this time.Motion carried 3-0.
Staudt/Enabnit moved to approve the Application for Approval of Underground Construction on Floyd County ROW from Qwest at the intersection of 240th St and Midway Rd.Motion carried 3-0.
Dusten Rolando, CountyEngineer, and the Board discussed hard surface roads in poor condition, such as Rotary Park Road, B57, Underwood Ave, Packard Ave, spots on B60, and a bridge over the WinnebagoRiver near NoraSprings.Patching jobs will be begin this year once Heartland Asphalt gets up and running for the season.Rolando will contact Bryan Crane regarding Crane’s letter on Rotary Park Road.The Viaduct project will be pushed back to next year.FEMA representatives met with Rolando and it looks like he will get 85% of $59,483 for expenses incurred during the ice/snow storm.Rolando asked for clarification on the sick leave and vacation leave policies.
The Board discussed the Barn/Community Quilt project.Rolando has no cherry picker type equipment to aid in hanging quilts.Enabnit/Staudt moved to give the Barn Quilt project $100.Motion carried 3-0.
A motion was made by Supervisor Staudt and seconded by Supervisor Enabnit to adjourn.Motion carried 3-0.
