The Floyd County Board of Supervisors met for a workshop meeting at on Monday, April 23, 2007 in the Board Room of the Floyd County Courthouse with the following in attendance:Chairman Dunkel, Supv. Enabnit, and Supv. Staudt.
Staudt/Enabnit moved to approve the agenda as presented.Motion carried 3-0.
The Board will review claims individually after the meeting.
Jason Whitinger, People’s Insurance representative, provided an update on the County’s general insurance. Whitinger provided notice from Berkshire Hathaway Homestate Companies stating that the County is not eligible for the workers’ compensation dividend program this year due to excessive claims with a loss ratio of 246.6%.IMWCA will not quote work comp insurance for the County due to losses in the recent year and exposures found during the review conducted on March 14.They will offer their consulting services at no charge to reduce the County’s exposures.Some of the exposure issues will be discussed with the CountyEngineer. Whitinger provided photos of insured buildings.
Jeff Sherman, Zoning Director, received information from other counties regarding fees for windmill permits at $10 to $1,000/permit.Dennis White provided information he gathered from Cerro GordoCounty and would like to see the County implement a similar tiered system based on kilowatts and whether or not energy was going to be used for commercial purposes, dispersed and/or used for supplying electrical power solely for use on site.
Jesse Marzen, CountyAttorney, Rick Lynch, Sheriff, and the Board discussed appointments to the Civil Service Commission.Marzen will provide the County with his appointment by tomorrow morning and the Board intends to make their two appointments at tomorrow’s regular meeting.
Julie Hildebrand, First Citizens National Bank representative, provided credit card information, explained how accounts could be set up and explained the reward program.The Board will discuss this information at the next Department Head meeting.
Dave Tice, AMR Ambulance representative, stated that the County’s contract with AMR for ambulance services includes $130 cost for transports which generally go to Mason City and is insufficient to cover a recent transport to Ankeny ordered by the DCI.Supv Dunkel suggested that Tice bill the DCI and to get something in writing from DCI if they refuse to pay for the service.Should DCI refuse to pay, Tice can provide documentation to the County and request the County to pay at that time.
The Board discussed departmental budget appropriations for FY07.
The Board noted the resignation of Deb Franke, RN for PH/HHC, effective April 17, 2007.
The Board noted Resolution #07-13 from the City of Greene approving voluntary annexation of the Rottler Farms, Inc. property in FloydCounty to the City of Greene.
The Board noted the Charles City Area Development Corporation Independent Auditor’s Report for the year ending June 30, 2006.
A motion was made by Supervisor Staudt and seconded by Supervisor Enabnit to adjourn.Motion carried 3-0.
