The Floyd County Board of Supervisors met for regular session at on Tuesday, May 8, 2007 in the Board Room of the Floyd County Courthouse with the following in attendance:Chairman Dunkel and Supv. Staudt; Absent: Supv. Enabnit.
Staudt/Dunkel moved to approve the agenda as presented.Motion carried 2-0.
Staudt/Dunkel moved to approve the April 23, 24, and 30 minutes.Motion carried 2-0.
Staudt/Dunkel moved to approve the following claims:County 3634-3812, Secondary Roads 19049-19089, MH-DD57125-57138.Motion carried 2-0.
Staudt/Dunkel moved to approve the Iowa Department of Human Services Iowa Medicaid Enterprise (IME) contract and have the chairman sign.Motion carried 2-0.
Bob Lincoln, CPC/Case Management Director, discussed his budget amendment increasing by $280,000.He has revenues to offset the increase.Lincoln discussed the transformation bill that passed and how changes will affect mental health.
Staudt/Dunkel moved to authorize the chairman to sign the Quit Claim Deed for the Rockford property over to John and Jean Pearson when the property has been properly vacated.Motion carried 2-0.
Staudt/Dunkel moved to have the Sheriff reopen the gun range for Floyd County Sheriff personnel only to be used strictly for qualifying and no recreational shooting.Motion carried 2-0.
Staudt/Dunkel moved to the approve the Schneider Corporation Authorization to Proceed with GIS Professional Services from July 1, 20007 through June 30, 2008 at a fixed fee of $8,460/year.Motion carried 2-0.
Staudt/Dunkel moved to approve the $10,000 grant application for County Grant Program for Veterans Iowa Department of Veterans Affairs.Motion carried 2-0.
Staudt/Dunkel moved to approve the Notice to Public-Noxious Weeds Must Be Destroyed and have the Auditor publish the notice accordingly.Motion carried 2-0.
Staudt/Dunkel moved to approve Application for Floyd County License (Fireworks Permit) for Chris Garden for displaying fireworks for the time period of June 28, 2007 through June 28, 2008.Motion carried 2-0.
Staudt/Dunkel moved to approve the bid process for masonry work to the northwest brick wall of the courthouse and have the Auditor prepare specifications and notices accordingly.Motion carried 2-0.
Staudt/Dunkel moved to approve the credit card policy as written.Motion carried 2-0.
Dusten Rolando, CountyEngineer, and Dean Kock, Secondary Road employee, presented the Board with #87 John Deere grader problems.The Board would like Rolando to go directly to Deere, bypassing Rick Noah and Murphy’s.The problems with the two other pieces of equipment need to be addressed directly with Deere also.A Supervisor is willing to discuss issues with Deere if Rolando would like.
Rolando and the Board discussed issues with drainage district #12 regarding repairing a tile.Rolando will proceed with setting up a meeting with the property owners.
Rolando and the Board discussed notice of a conference call at on Tuesday May 15 regarding the former Grun’s Service station in Rudd.Corrective action on sampling data will be discussed with Jeff White, Iowa DNR representative, and other interested participants.Rolando will participate in the call with a Supervisor participating if available.
Rolando updated the Board on the 300th St bridge, signage being ok as it is at the curve on Minor Ave, and purchasing a gate from Mills Fleet Farm to replace one that was backed into by a Secondary Road crew employee.Rolando discussed that drainage problems may be the cause of a huge frost boil on 190th St.Crews have been working on Rotary Park Road and Rolando has written the concerned citizen about the condition of the road.Crews have picked up a few appliances that were dropped in ditches.
Staudt/Dunkel moved to approve the appointment of Dennis Willert effective today as a Bridge Foreman replacing Bob Dight.Motion carried 2-0.An Operator 4 employee will be switching to an Operator 2 position.There may be another retirement in July.Rolando is posting positions internally and will likely be advertising for an Operator 4 position.
A motion was made by Supervisor Staudt and seconded by Supervisor Dunkel to adjourn.Motion carried 2-0.
