The Floyd County Board of Supervisors met for regular session at on Tuesday, June 26, 2007 in the Board Room of the Floyd County Courthouse with the following in attendance:Chairman Dunkel, Supv. Enabnit and Supv. Staudt.
Staudt/Enabnit moved to amend the agenda to include parking lot use for the 4th of July celebration.Motion carried 3-0.Enabnit/Staudt moved to approve the agenda as amended.Motion carried 3-0.
Staudt/Dunkel moved to approve the June 11 and 12 minutes.Motion carried 3-0.
Enabnit/Staudt moved to transfer $18,791 from the General Fund to the Conservation Capital Projects Fund for revenues collected in FY07 from camping fees and land rent less property taxes.Motion carried 3-0.
Supv Dunkel visited with Bob Lincoln, CPC/Case Management Director, about two claims and Lincoln said to hold the claims.Dunkel would also like to hold payment on two autopsy referrals.Staudt/Enabnit moved to approve the following claims:County 4197-4403, Secondary Roads 19157-19188, MH-DD 57196-57232 with the exception of three claims #57230 for $500, 57204 for $500, and only pay $229 for #4221.Motion carried 3-0.
Staudt/Enabnit moved to sell the old fire safety house at an estimate of $1,500 and the money to come back to Floyd County and that money be used to apply toward the purchase of the new hose testing machine to be used for the Floyd County Fire Fighters Association.Motion carried 3-0.
Enabnit/Staudt moved to approve Resolution #24-07 Groundwater Hazard Reporting System Resolution.Motion carried 3-0
Staudt/Enabnit moved to abate the tax sale certificates on three parcels and abate the taxes on eight remaining properties on the list provided by the CountyTreasurer at the recommendation of the Treasurer.Motion carried 3-0.
For FY07-08, the Dept of Revenue is estimating the appropriations as enacted by the 2007 regular session of the Iowa General Assembly to fund: 73% of the value of the Homestead Tax Credit, 100% of the value of the Military Service Property Tax Exemption, and 100% of the value of the Elderly & Disabled Tax Credit.Enabnit/Dunkel moved that the County fund the Homestead Tax Credit, Military Service Property Tax Exemption and Elderly & Disabled Tax Credit at the same limit given by the state.Motion carried 3-0
Enabnit/Staudt moved to approve Resolution #24-07 Floyd County Code of Ordinances Supplement.Motion carried 3-0.
Staudt/Enabnit moved to set the annual cash count meeting on Monday, July 2 at Motion carried 3-0.
Enabnit/Staudt moved to approve fireworks permits for Janet Willert and Marie Kellogg.Motion carried 3-0.
Staudt/Enabnit moved to approve Resolution #26-07 Appropriations for FY08.Motion carried 3-0.
Enabnit/Staudt moved to approve Resolution #27-07 Interfund Operating Transfer of $73,754 from the General Fund to the Secondary Road Fund for taxes collected.Motion carried 3-0.
Staudt/Enabnit moved to approve Resolution #28-07 Interfund Operating Transfer of $820,559 from Rural Services to Secondary Road Fund for taxes collected.Motion carried 3-0.
The Board noted the receipt of the Board of Health/Advisory Board minutes approving the FY08 budget, 3% wage increases for PH/HHC staff and line items changes to the FY08 budget to support the June 1 and July 1, 2007 wage increases of six PH/HHC staff.Staudt/Enabnit moved to approve all wage certifications as presented with the exception of Emergency Management Director pending the approval of the Emergency Management Commission.Motion carried 3-0.
Dusten Rolando, CountyEngineer, presented the Floyd and Chickasaw Engineerís employment contract and stated that the Chickasaw County Supervisors have approved the contract with a 3% wage increase and an increase in mileage to $0.36/mile.Enabnit/Staudt moved to approve the CountyEngineerís Employment Contract and Agreement for July 1, 2007 through June 30, 2008 with a 3% wage increase totaling $96,305.Motion carried 3-0.
Staudt/Enabnit moved to approve the letter of resignation due to retirement of Thomas Stufflebeam effective July 13, 2007.Motion carried 3-0.
Enabnit/Staudt moved to approve the Application of Underground Construction from Qwest Communications to bury service wire on 280th St west of Windfall Ave.Motion carried 3-0.
Supv Dunkel signed a handwritten warrant for a claim to pay a lien release for the Molitor property for the viaduct project.Rolando said he has interviews on Thursday for six out of 80 applications for the Secondary Roads operator position.They are doing contract rock road resurfacing, working on plans for Rockford, and the T38 box culvert will start in September.The Board discussed an anonymous letter regarding a stop sign at Timber and 240th.
Enabnit/Staudt moved to allow Rolando to carryover two days of vacation to July.Motion carried 3-0.
Staudt/Enabnit moved to allow the use of the courthouse parking lot for a crane to extend a flag over the Cedar River, subject to the Chairmanís discussion regarding insurance liability concerns.Motion carried 3-0.
Representatives of Drainage District 12 met with the Board to discuss drainage problems.Rolando will pull together some costs and visit with Dennis Sande and Marty Hicks, NRCS representatives, on ideas for improvements.Rolando and the Auditor will work up the prorated amounts for the property in the district.
A motion was made by Supervisor Staudt and seconded by Supervisor Enabnit to adjourn.Motion carried 3-0.
