Floyd County Board of Supervisors Meeting

UNAPPROVED MINUTES

The Floyd County Board of Supervisors met for regular session at 9:00 a.m. on Tuesday, July 10, 2007 in the Board Room of the Floyd County Courthouse with the following in attendance:  Chairman Dunkel, Supv. Enabnit and Supv. Staudt.

Staudt/Enabnit moved to approve the agenda as presented.  Motion carried 3-0. 

Staudt/Dunkel moved to approve the June 25, 26 and July 2, 2007 minutes.  Motion carried 3-0.

Enabnit/Staudt moved to approve the following claims:  County 4404-4409 and 1-177, Secondary Roads 10000-10034-, MH-DD 57234-57241.  Motion carried 3-0.

Staudt/Enabnit moved to approve the FY08 cancellations and Applications for Military Exemptions and Applications for Homestead Tax Credit at the recommendation of the County Assessor.  Motion carried 3-0.

Enabnit/Staudt moved to table a contribution from the General Fund to Sunnyside Memorial Gardens.  Motion carried 3-0.

Staudt/Enabnit moved to approve Resolution #29-07 County Attorney Collection Incentive Fund.  Motion carried 3-0.

Enabnit/Staudt moved to pay $38 to Kirk Winters for overpayment of taxes to replace a lost check originally issued in 2004 and cancelled in 2006.  Motion carried 3-0.

Enabnit/Staudt moved to approve the fireworks permit for John Pearson.  Motion carried 3-0. 

Enabnit/Staudt moved to reappoint Harold Haus as a Veteran Affairs Commissioner for a 3-year term, appoint Dean Tjaden to the Zoning Board replacing Charlotte Nehlís term that ended 12-31-06 and appoint Arlin Enabnit as an alternate to the Communications Board.  Motion carried 3-0.

Staudt/Enabnit moved to approve an Underground Construction Application from Tekippe Engineering for discharge line of septic tank effluent in Lake View Estates at the recommendation of the County Engineer.  Motion carried 3-0.

Enabnit/Staudt moved to approve the Adopt-A-Highway Extension Request from Charles City Elks #418.  Motion carried 3-0.

Dusten Rolando, County Engineer, presented pictures of places throughout the county with wood, debris, and rocks in road ditches.  Jeff Sherman, Sanitarian, said the Board of Health approved the proposed nuisance ordinance which will be presented to the supervisors at a future workshop and an ordinance hearing to be set at a later date.  The nuisance ordinance may be beneficial for Secondary Roads to be able to collect for areas they clean up.  Rolando is reviewing the intersection at Timber and 240th as a follow-up to an anonymous letter regarding placing a stop sign at that intersection.  There have been some calls regarding wild parsnips growing in ditches.  These are not a weed listed on the noxious weeds notice and wonít be sprayed by the Secondary Road crew.  Foremanís minutes were distributed.  Rolando discussed a rural area where concrete was poured and will need to be removed because it is higher than the road and will not work for Secondary Road snow removal equipment.  Rolando will be working on one bridge with a box culvert and two bridges with tanker cars.  The Equipment Operator 4 interviews are continuing.  The Operator 2 position is posted now.  Rolando would like to get rid of a recycle bin that is located at the dump site.  Supervisor Dunkel reported that he has contacted Co-ops regarding their semis driving on gravel roads to the ethanol plant.  The Co-ops have agreed to use the hard surface roads. 

A motion was made by Supervisor Enabnit and seconded by Supervisor Staudt to adjourn.  Motion carried 3-0.
