Floyd County Board of Supervisors Meeting

July 23, 2007, 9:00 AM


The Floyd County Board of Supervisors met for a workshop meeting at 9:00 a.m. on Monday, July 23, 2007 in the Board Room of the Floyd County Courthouse with the following in attendance:  Chairman Dunkel, Supv. Enabnit and Supv. Staudt.

Staudt/Enabnit moved to amend the agenda to include discussion regarding VeraSun signage.  Motion carried 3-0.  Enabnit/Staudt moved to approve the agenda as presented.  Motion carried 3-0.

The Board will review claims individually after the meeting.

Doug Schroeder, Conservation Director, and Jesse Marzen, County Attorney, discussed Conservation Board’s request to purchase approximately 10.5 acres of land near the Orchard bridge.  The Conservation Board would like to make the area accessible for a canoe landing, recreation area and turn around for cars.  Schroeder will request motor fuel tax dollars through the DNR to make improvements to the property pending the Supervisor’s approval to purchase.  The Supervisors will act on this at the August 14 meeting.

Schroeder also updated the Supervisors on a DOT wetland mitigation sight north of Floyd.  Schroeder is looking for the DOT to release this property to the Conservation Board who will preserve the fen and possibly use the property as hunting grounds.

Schroeder provided a copy of an article written on the Fossil and Prairie Park Reserve that was recognized in the St. Paul Pioneer Press.

Other projects Schroeder is working on are putting electricity at Idlewild Park and a project near Colwell.

Marzen requested the Board’s permission to designate the Clerk of Court’s office to assist with collections per Iowa Code 331.756(5).  The Board will act on this at tomorrow’s regular meeting.

Bridget Moe, Emergency Management Commissioner, and Dave Tice, AMR Ambulance, presented the state’s draft document regarding Emergency Medical Services Systems Standards.  The purpose of the standards is to have an organized and managed system for medical services.  Supv Dunkel would like the Communications Board, E911 Board, and Emergency Management Commission Board to meet jointly in August.

Tice informed the Board that it is likely that autopsies ordered by the State to go to Ankeny will occur more frequently.  The Board would like to see the State establish funds for these type of services due to the burden placed on Counties to cover the expenses.

The Board noted the resignation of Linda Nauman, Case Manager, effective July 20, 2007.

Art White, Veterans Memorial Committee representative, reviewed the revised plan for the veterans memorial to be erected on the front lawn of the courthouse.  Pending any unforeseen changes/suggestions by the granite provider, this will be the final plan.  Work will begin on July 30.

Supv Dunkel received a couple of calls regarding potential dangerous situations with slow, stopped, and turning truck traffic to VeraSun.  The Board will visit with the County Engineer about erecting caution signs on Quarry Road warning drivers of truck traffic. 

A motion was made by Supervisor Staudt and seconded by Supervisor Enabnit to adjourn.  Motion carried 3-0.
