Floyd County Board of Supervisors Meeting

UNAPPROVED MINUTES

The Floyd County Board of Supervisors met for regular session at 9:00 a.m. on Tuesday, July 24, 2007 in the Board Room of the Floyd County Courthouse with the following in attendance:  Chairman Dunkel, Supv. Enabnit and Supv. Staudt.

Staudt/Enabnit moved to approve the agenda as presented.  Motion carried 3-0. 

Enabnit/Staudt moved to approve the July 9. 10 and 16, 2007 minutes.  Motion carried 3-0.

Staudt/Enabnit moved to approve the following claims:  County 178-346, Secondary Roads 10035-10054, MH-DD 57242-57279.  Motion carried 3-0.

Staudt/Dunkel moved to approve Resolution 30-07 Ratifying and Approving Internal Advance of Funds and Economic Development Loan noting City Council of Charles City and the Board for the TIF District are authorized to carry out the transactions directing that $36,000 be advanced for the funding of the forgivable loan from the TIF to Fort Dodge Animal Health and $11,594.28 be advanced for the payment of 45% of the legal fees for the VeraSun project from the TIF.  Motion carried 3-0. 

Enabnit/Staudt moved to approve Jesse Marzen, County Attorney, as designee for collections per Iowa Code 331.756(5).  Motion carried 3-0.  

Staudt/Enabnit moved to approve a donation of $50 to the Floyd County Soil & Water Conservation District.  Motion carried 3-0.

Enabnit/Staudt moved to approve the Final Report State Reimbursement for Counties for Substance Abuse Funding for FY07 and the claim form for reimbursement from State.  Motion carried 3-0.

Staudt/Enabnit moved to have the chairperson sign the Policies and Procedures for the Floyd County Public Health/Home Health Care agency.  Motion carried 3-0.

Staudt/Enabnit moved to approve the Semi-Annual Treasurerís report.  Motion carried 3-0.

Enabnit/Staudt moved to set a hearing for a Nuisance Ordinance for 10:15 a.m. on August 14, 2007.  Motion carried 3-0.

Staudt/Enabnit moved to seta hearing for a Noise Reduction Ordinance for 10:00 a.m. on August 14, 2007.  Motion carried 3-0.

Enabnit/Staudt moved to approve a fireworks permit for Robert Wright.  Motion carried 3-0.

Staudt/Enabnit moved to approve the Underground Construction Application from Iowa Telecom for buried telephone cable on Green Road north of Floyd Line Street.  Motion carried 3-0.

Doug Franke, County Engineer representative, provided the Foremanís meeting minutes.  Discussion included the section of the road that the state put in off the Avenue of the Saints to the ethanol plant that is breaking up, putting signs up cautioning drivers of truck traffic near the ethanol plant, and the railroad intersection by Floyd crossing.

A motion was made by Supervisor Enabnit and seconded by Supervisor Staudt to adjourn.  Motion carried 3-0.
