The Floyd County Board of Supervisors met for regular session at on Tuesday, August 14, 2007 in the Board Room of the Floyd County Courthouse with the following in attendance:Chairman Dunkel, Supv. Enabnit (Chair Pro-Tem) and Supv. Staudt.
Staudt/Enabnit moved to include review/action regarding abatement/payment of three tax statements.Motion carried 2-0.Staudt/Enabnit moved to approve the agenda as amended.Motion carried 2-0.
Enabnit/Staudt moved to approve the July 23, 24, 30 and August 6, 2007 minutes.Motion carried 2-0.
Staudt/Enabnit moved to approve the following claims:County 347-532, Secondary Roads 10055-10113, MH-DD57280-57301, Drains 1.Motion carried 2-0.
Bridget Moe, Emergency Management Coordinator, presented a quote for $2,482.95 from Heiman Fire Equipment for a Delta Hose Tester, adapters and bleed caps.Moe asked the Board’s consideration to pay more than the $1,500 that previously approved by the Board.Moe stated she would pay for $500 or half of the remaining balance from the Emergency Management budget if the Board would not pay more and the Fire Association would pay the balance.Staudt/Enabnit moved to pay only $1,500 toward the purchase of fire hose tester.Motion carried 2-0.
Moe informed the Board of 911 addressing problem on Foothill Avenue.A portion of this area will be named Foothill Lane to clear up confusion.
Enabnit/Staudt moved to hire Bob Hejna as an Equipment Operator IV for Secondary Roads per the union contract effective August 21.Motion carried 2-0.
Staudt/Enabnit moved to approve the application for Underground Construction from the Iowa Telecom for buried telephone cable at 270th east of Dancer Ave.Motion carried 2-0.
Dusten Rolando, CountyEngineer, said he will be doing interviews for a Secondary Road Operator II.Rolando said the excavator that was damaged from being stuck several weeks ago is fixed.Crews are working on bridges.Mr. Hobert would like to fix the broken well cap that was damaged a few weeks ago and the county will put in dirt and rip rap where needed.Rolando will be getting specs on tandem trucks.He plans on buying two or three trucks in this fiscal year.Day labor projects are coming along.
Chairman Dunkel arrived at the meeting upon return from the DOT meeting in Mason City.
Enabnit/Staudt moved to table the abatement of taxes for two properties until more information can be gathered.Motion carried 3-0.
Staudt/Enabnit moved to pay property taxes payable this year for the 808 1st Ave SW, Rockford property which the county recently sold.Motion carried 3-0.
Chairman Dunkel announced the public hearing regarding the Engine Noise Reduction Ordinance.The hearing opened at There were no written or oral comments or objectives received prior to the hearing.Three people attended the hearing.Discussion included where to put up signage and how to implement the ordinance without the proper equipment and sufficient law enforcement staff.The hearing was closed at Enabnit/Staudt moved to approve the first reading of Ordinance # 2007-2 Engine Noise Reduction Ordinance.Motion carried 3-0.Staudt/Enabnit moved to have a second reading on August 28 at and contact Bremer and BlackHawkCounties prior to then regarding how they enforce the ordinance.Motion carried 3-0.
Chairman Dunkel announced the public hearing regarding the Floyd County Nuisance Ordinance.The hearing opened at with 14 citizens attending.Discussion included why an ordinance needs to be put in place, how it will be enforced, who will enforce it and clarification on definitions.The hearing closed at Staudt/Enabnit moved to pass the first reading of ordinance #2007-3 Nuisance Ordinance with an amendment to the ordinance that a complaint has to be signed from two different individuals and that complaints be reviewed by the Board of Health prior to legal action.Motion carried 3-0.Staudt/Enabnit moved to set the second reading on August 28 at Motion carried 3-0.
A motion was made by Supervisor Enabnit and seconded by Supervisor Staudt to adjourn.Motion carried 3-0.
