Department Head Meeting

June 7, 2005, 10:00 a.m.

Floyd County Courthouse Boardroom




The Floyd County Board of Supervisors and Department Heads met in regular meeting at 8:30 a.m. on Tuesday, June 7, 2005 in the Boardroom of the Floyd County Courthouse, Charles City, IA 50616.  Chairman Enabnit, Supervisor Staudt, Supervisor Dunkel, Mike Milligan, Lois Litterer, Bruce Hovden, Dusty Rolando, Pat Zwanziger, Bob Lincoln, Rick Lynch, Deb Roberts, Frank Rottinghaus, and Gloria Carr were present.


Dunkel/Staudt moved to approve the agenda as presented.  Motion carried 3-0.


Board of Supervisors

Open Meeting Law – Discussed open meeting law and the need to produce and publish agendas and minutes for meetings where a majority of the Supervisors attend.  In effort to reduce the cost of newspaper publications, one supervisor will attend monthly Department Head meetings and the Auditor will take minutes and distribute them to all Department Heads and Supervisors.  Minutes will be available to the public upon request.


Performance Review worksheet proposal (for appointed department heads) -  The short version of evaluations presented at the last monthly meeting was preferred.  It was suggested to add “Comments” to the form.  The Auditor will tailor the form to Floyd County and have it available for the Supervisors and other department heads to use as needed.



FY05/06 wage increases – Each department head needs to prepare wages for FY05/06 prior to the June 28 Board of Supervisors meeting for approval.


Direct Deposit – Starting July 8, employees will have the option to participate in Direct Deposit for payroll. 


FMLA/FLSA DOL meeting change – This meeting has been changed to June 22 at 8:30 a.m. 


HIPAA/Security mandatory meeting with Greg Davis from Solutions – Department heads or a representative of departments who are currently networked with the Courthouse or intend to be networked need to be present at this meeting at 10 a.m. today.  The purpose of the meeting is to identify areas for security of our network system, how we can improve it, develop a security plan and write procedure for HIPAA.


A motion was made by Supervisor Staudt and seconded by Supervisor Dunkel to adjourn.  Motion carried 3-0.
