The Floyd County Board of Supervisors met in special session at on Thursday, June 9, 2005 in the General Assembly Room of the Floyd County Courthouse, Charles City, IA 50616.Chairman Enabnit, Supervisor Staudt and Supervisor Dunkel were present.Dustin Rolando-County Engineer, Marilyn Dettmer-County Attorney, Tim Fox-Economic Development Director, two representatives from VeraSun and approximately 50 people were also present at the meeting.
Dunkel/Staudt motioned to approve the agenda as presented.Motion carried 3-0.
Chairman Enabnit opened the meeting to allow VeraSun representatives to share their proposed plans for an ethanol plant on the property known as the CountyFarm.Copies of the revised Option Agreement between VeraSun and FloydCounty were provided to the public. The public was allowed to ask questions and share their opinions on the proposal.Tim Fox provided copies of an Economic Impact Analysis and spoke of his support of the proposal. Marilyn Dettmer handed out a formal written opinion based on her review of the Option Agreement, noting proposed changes and suggested disclosure of tax abatement intentions be added to the agreement so the public can accurately discuss the impact of this venture on Floyd County at a public hearing.Dustin Rolando gave his assessment of major roadwork that would need to be completed to accommodate the high volume of semi traffic on the road.RISE grant money should be available to cover a major part of the road construction with the balance being paid for out of Secondary Road funds.Dunkel/Staudt motioned to hold a public hearing on June 17 at and authorize the chairperson to sign the Resolution for Public Hearing.Vote thereon was:Ayes:Staudt, Dunkel, Enabnit; Nayes: 0.Motion carried 3-0.
Dunkel/Staudt motioned to table any action regarding other requirements and conditions necessary to accept the Option Agreement with VeraSun.Motion carried 3-0.
CountyAttorney Marilyn Dettmer informed the board that the County has no involvement with any agreement between the farm tenant and VeraSun.She advised the board to terminate the farm lease agreement between Bill Vohres and the County effective March 1, 2006 and to send notice by September 1, 2005.Staudt/Dunkel motioned to terminate the lease agreement between Bill Vohres and FloydCounty and directed the CountyAttorney to send a notification letter to the tenant by September 1, 2005.Motion carried 3-0.
Dunkel/Staudt motioned to set a hearing date of June 28, 2005 at for the Final Plat of Hidden Acres Second Subdivision.Motion Carried 3-0.
A motion was made by Supervisor Staudt and seconded by Supervisor Dunkel to adjourn.Motion carried 3-0.
