Floyd County Board of Supervisors Meeting

October 29, 2007, 9:00 AM


The Floyd County Board of Supervisors met for a workshop meeting at 9:00 a.m. on Monday, October 29, 2007 in the Board Room of the Floyd County Courthouse with the following in attendance:  Chairman Dunkel, Supv. Enabnit and Supv. Staudt. 

Enabnit/Staudt moved to approve the agenda as presented.  Motion carried 3-0.

The Board and Lois Litterer, General Assistance Director, discussed options for filling Litterer’s position after her retirement effective December 31, 2007.  Litterer provided a copy of her job description. Options discussed include combining services with CPC/Case Management Department or Veterans Affairs or hiring someone part time or full time to do the job.  Bob Lincoln, CPC/Case Management has interest in taking over these responsibilities and will provide a proposal to the Board for a November meeting.

The Board reviewed properties owned by the County.  Some properties are Conservation, some are used by Secondary Roads, some are flood areas, and some will likely be candidates for selling or transferring. 

The Board reviewed the draft of the policy regarding use of courthouse grounds.  This will be acted on at the November 13 Board meeting.

Updates on planning for employee training on CPR, first aid, fire extinguisher, tornado/fire drills, and sexual harassment were discussed.  Training will likely occur after the first of the year. 

The Board noted the Central Service Cost Allocation Plan for FY07 for actual indirect cost reimbursements based on FY05 Cost Allocation Plan prepared by Cost Advisory Services, Inc.

The Board noted the receipt of the Second Judicial District Department of Correctional Services Annual Report of Board Proceedings and Statement of Receipts and Expenditures.

Mike Adams, Program Planner for the Iowa DNR, presented information on the Iowa Energy Bank program.  For a fee, IEB will conduct a building energy survey and provide an engineering analysis for the facility to help determine current energy use and potential savings.  IEB will assist in preparing requests for proposals, assist in overseeing projects, and track cost savings.  Adams will prepare a contract for the Board to review and possibly act on at the next regular Board meeting in November.

A motion was made by Supervisor Enabnit and seconded by Supervisor Staudt to adjourn.  Motion carried 3-0.
