The Floyd County Board of Supervisors met for regular session at on Tuesday, November 27, 2007 in the Board Room of the Floyd County Courthouse with the following in attendance:Chairman Dunkel, Supv. Enabnit and Supv. Staudt.
Enabnit/Staudt moved to approve the agenda as presented.Motion carried 3-0.
Staudt/Enabnit moved to correct the November 19 workshop minutes regarding the fees for septic systems and wells to start January 2008, not January 2009.Motion carried 3-0.Staudt/Enabnit moved to approve the November 13 minutes and the November 19 minutes as corrected.Motion carried 3-0.
Enabnit/Staudt moved to approve the following claims:County #1627-1812, Secondary Roads #10359-10367, MH-DD #57475-57515.Motion carried 3-0.
Enabnit/Staudt moved to raise the fees for septic systems from $125 to $150 and wells from $110 to $150 starting January 1, 2008 and each raising another $25 in January 2009 and another $25 in January 2010 as recommended by the Sanitarian and the Board of Health.Motion carried 3-0.
Staudt/Enabnit moved to raise the County employee mileage reimbursement rate to $0.10/mile below the Federal rate with the County rate changing automatically when the Federal rate changes, effective January 1, 2008.Motion carried 3-0.The current federal rate is $0.485/mile.
Enabnit/Staudt moved to approve the Floyd County Sexual Harassment Policy.Motion carried 3-0.
Staudt/Enabnit moved to set a hearing for the Floodplain Management Ordinance on December 11, 2007 at and direct the Auditor to publish the notice accordingly.Motion carried 3-0.
The hearing for the application by Curtis and Teresa Stevens-Marth to rezone part of their property located at 2025 210th St in the SW¼ of Sec 11, Twp 95N, Rge 17W, UlsterTownship from AG to C-1 for the purpose of selling used utility trucks opened at There were no written or oral objectives to the rezoning.Theresa Stevens-Marth attended the hearing and presented information about the business.Jeff Sherman, Zoning Director, commented that the Zoning Commission met at and approved the application.The hearing closed at Staudt/Enabnit moved to approve the application by Curtis and Teresa Stevens-Marth to rezone approximately .04 acres of their property located at 2025 210th St in the SW¼ of Sec 11, Twp 95N, Rge 17W, UlsterTownship from AG to C-1 for the purpose of selling used utility trucks at the recommendation of the Zoning Commission.Motion carried 3-0.
Enabnit/Staudt moved to allow Chris Garden to the use of the courthouse parking lot for a fireworks display on December 7 following the CharlesCity holiday lighted parade.Motion carried 3-0.
Staudt/Enabnit moved to use Auxiant as the service provider for medical, dental, and flexible spending administration effective January 1, 2008.Motion carried 3-0.Enabnit/Staudt moved to continue the organ transplant insurance coverage with AIG effective January 1, 2008.Motion carried 3-0.Enabnit/Staudt moved to continue the Prevention Resources quarterly health newsletter effective January 1, 2008.Motion carried 3-0.
Health/Dental ins rates for FY08
Staudt/Enabnit moved to fund the health/dental insurance the same as FY08 for FY09 as follows:
Single:medical-$538 and dental-$25, totaling $563/month which is 100% paid by the county; and
Family: medical-$1,435.50 and dental-$58, totaling $1493.50 with a 75/25 split between County/employee for a regular family plan and the county paying two single rates ($1,126) and employee paying $367.50 for a family plan where spouses are employed by the county and have dependent children.Motion carried 3-0.
Enabnit/Staudt moved to approved QBE Insurance Company/Cox for the County’s stop-loss insurance provider with a deductible of $55,0000.Motion carried 3-0.
Staudt/Enabnit moved to approve the Application for Approval of Underground Construction on Floyd County Right of Way from Mid American Energy at fourteen wind turbine locations.Motion carried 3-0.
Dusten Rolando, CountyEngineer, presented six bids for tandem trucks with snow equipment.Staudt/Enabnit moved to approve the bid for three trucks with 8500 Chassis per specs, 304 stainless steel and snow equipment from Don’s Truck bid at $399,180 plus $2,565 for additional options, totaling $401,745.Motion carried 3-0.
Rolando said T38 should be opened by the end of the week.Bridge workers are finishing the March Ave bridge.Snow fences are being put up in some areas.Two Secondary Road positions to fill retirement vacancies will be posted in-house and in the newspaper next week.
A motion was made by Supervisor Enabnit and seconded by Supervisor Staudt to adjourn.Motion carried 3-0.
