Board of Supervisors Meeting

June 14, 2005; 9:00 a.m.

 

UNAPPROVED MINUTES

 

The Floyd County Board of Supervisors met for regular session at 9:00 a.m. on Tuesday, June 14, 2005 in the Boardroom of the Floyd County Courthouse with the following members in attendance:  Chairman Enabnit, Supv. Staudt, Supv. Dunkel.

Staudt/Dunkel moved to amend the agenda to include noting the report of fees collected by the Clerk of Courtís office.  Motion carried 3-0.  Staudt/Dunkel moved to approve the agenda as amended.  Motion carried 3-0.

Dunkel/Enabnit moved to remove the County Attorneyís attachment from the May 24, 2005 minutes as he doesnít feel it reflects what he was quoted to say in the newspaper.  Motion carried 2-0, with Supv. Staudt abstaining.  Dunkel/Enabnit moved to approve the May 24, 2005 minutes as amended. Motion carried 2-0, with Supv. Staudt abstaining.  Dunkel/Staudt moved to approve the May 31, June 6, June 7, and June 9, 2005 minutes with the correction of the spelling of Vorhes in the June 9th minutes.  Motion carried 3-0. 

Staudt/Dunkel moved to approve the following claims #4366-4602, Secondary Roads #17419-17469, MH-DD #56100-56127.  Motion carried 3-0.  .

Dunkel/Staudt moved to add the equipment on the MERV to the insurance policy and direct Ken Mahler, EMA Director to budget this for FY06.  Motion carried 3-0.

Dunkel/Staudt moved to direct the Auditor to advertise for request for proposals for audit services for FY05, FY06 and FY07 and notify past auditors, Gardiner-Thompson, and local CPAs.  Motion carried 3-0.

Staudt/Dunkel moved to approve the Application for County License for fireworks permit for Sargents Farms and authorize the Chairperson to sign the application.  Motion carried 3-0.

Dunkel/Staudt moved to rescind assessments for drainage district #5 because it needs to be directed by the trustees and for drainage district #6 because it needs to be approved by Cerro Gordo and Floyd County Boards.  Motion carried 3-0. 

Enabnit/Dunkel moved to approve the agreement between Floyd County and Floyd County Memorial Hospital in regard to the transfer of Community Nursing, authorize the chairperson to sign and the Auditor to forward the agreement to the Hospital for their approval and signature.  Motion carried 3-0.

Staudt/Dunkel moved to renew the contract with Department of Human Services for the Children at Home Program for one year, July 1, 2005 to June 30, 2006.  Motion carried 3-0.

The Board reviewed Dusty Rolando, County Engineer, contract and agreement between Floyd and Chickasaw County.  The Engineer reported that mileage increased to $.33/mile, salary increased by 3% to $86,338.72 to be split 50/50 with Chickasaw County, and references to Code of Iowa were updated.  Dunkel/Staudt motioned to renew the County Engineerís contract and agreement for FY06.  Motion carried 3-0. 

The County Engineer handed out the Foremanís activity report.  RISE grant funds were discussed.  No construction work can be started until a RISE grant is approved by the DOT Commission.  Farm-to-Market dollars were also discussed. 

Supervisor Enabnit reported that Bob Lincoln, Case Management Director said his budget is running close but he thinks he will be okay for the end of the fiscal year.  Lincoln also reported that he is working on a 28E agreement between the four counties.  His proposal for expenses uses a formula based on population.  Currently Floyd County pays around 18% and the new formula would come in at less, around 12%.  He is also looking at ďfee for serviceĒ for Mental Health services.

The Board noted a report from the Clerk of Courtís office for the following fees collected:  Sheriff fees - $592.76; Sheriff Surcharge - $282.50; Treasurer - $1,134.68.

A motion was made by Supervisor Staudt and seconded by Supervisor Dunkel to adjourn.  Motion carried 3-0.
