The Floyd County Board of Supervisors met for regular session at on Tuesday, February 12, 2008 in the Board Room of the Floyd County Courthouse with the following in attendance:Chairman Enabnit, Supv. Staudt, and Supv.Dunkel.
Dunkel/Staudt moved to amend the agenda to include review/action regarding SW TIF funding, review/action regarding a substance abuse policy, review/action regarding FY08 funding for substance abuse, review/action regarding stop loss insurance policy.Motion carried 3-0.Staudt/Dunkel moved to approve the agenda as amended.Motion carried 3-0.
Dunkel/Staudt moved to approve the January 22, 28, and February 4, 2008 minutes.Motion carried 3-0.
Staudt/Dunkel moved to approve the following claims:County #2442-2631, Secondary Roads #10500-10545, MH-DD #57643-57677, Drains #3-5.Motion carried 3-0.
Dunkel/Staudt moved to abate the taxes, interest and penalty for 116 W Main Ave, Rockford in the amount of $1,102 so the process to deed the property to the Charles City Area Development Corporation can be done with no taxes due.Motion carried 3-0.
Staudt/Dunkel moved to set a public hearing on March 25 at 9:40 a.m. regarding the rezoning of property owned by Timothy R. McCandless located at 3025 Greene Road in the NEľ of Sec 34-Twp 94-Rge 17W, Union Township.Motion carried 3-0.
Dunkel/Staudt moved to appoint Doug Schroeder as the 2008 County Weed Commissioner and return the certification form to the Iowa Dept of Agriculture and Land Stewardship.Motion carried 3-0.
Staudt/Dunkel moved to appoint Wendell (Mike) Milligan as an alternate to the North Iowa Regional Housing Authority (NIRHA) Board.Motion carried 3-0.
Dunkel/Staudt moved to approve Pat Zwanziger to transfer from the full-time Public Health/Home Health Care Interim Administrator position to a part-time RN position with the PH/HHC agency with a wage of $24 per hour per her recommendation and in accordance to section 2.16 of the Employee Handbook which gives her a 60-day probationary period along with cashing out accrued vacation.Motion carried 3-0.
Staudt/Dunkel moved to approve a letter to the Iowa Department of Public Health regarding changes to the successor and key personnel for the FY08 Local Public Health Services Contract.Motion carried 3-0.
Dunkel/Staudt moved to table action regarding the two proposals received for the courthouse Technical Engineering Analysis until Mike Adams, Iowa DNR, has time to review the proposals and make his recommendations.Motion carried 3-0.
Staudt/Dunkel moved to approve the Polling Place Accessibility (PPA) Grant Agreement through the State Grant Program for Election Assistance for Individuals with Disabilities (EAID) covering $2,500 of $7,584 in expenses to improve the north door entrance of the courthouse. Motion carried 3-0.
Dunkel/Staudt moved to set the public hearing for the FY09 County Budget for March 11 at Motion carried 3-0.
Dusten Rolando, CountyEngineer, provided the Foremanís minutes.Rolando is interviewing ten candidates today and has six applicants previously interviewed for the Secondary Roads operating positions.For the viaduct project, tree clearing and grubbing is in process and guard rails and temporary roads are being worked.The Rockford road project and the 300th Street bridge project will be let next week in Ames.Secondary Roads went out with one-way equipment on hard surface roads on Sunday and are out in full force plowing today.Rolando and the Board discussed Underwood Avenue road conditions.
Staudt/Dunkel moved to approve the QBE Stop Loss insurance policy as recommended by Auxiant and the Auditor.Motion carried 3-0.
Dunkel/Staudt moved to approve Floyd County Substance Abuse Policy as recommended by Bob Lincoln, CPC/Case Manager.Motion carried 3-0.
Staudt/Dunkel moved to pay $10,395 to Prairie Ridge Treatment Services for FY08 County Substance Abuse with the understanding that there will be no matching funds from the Iowa Dept of Public Health.Motion carried 3-0.
The Board discussed a request from the City of Charles City to do a reimbursement from reserve funds from the Southwest TIF to allow for paying the Charles City Area Development Corporation for services that office has provided to Southwest TIF district.With Southwest TIF being a joint tax increment finance district, both the County and City would need to be equal recipients of reimbursements.Dunkel/Staudt moved to approve a $12,000 withdrawal for the County and $12,000 withdrawal for the City from the Southwest TIF funds to be used to pass through to support economic development administration upon written confirmation or legal opinion from the bonding attorney that doing so is appropriate and also pending approval by the Southwest TIF Board.Motion carried 3-0.
