Floyd County Board of Supervisors Meeting

UNAPPROVED MINUTES

The Floyd County Board of Supervisors met for regular session at 9:00 a.m. on Tuesday, March 11, 2008 in the Board Room of the Floyd County Courthouse with the following in attendance:  Chairman Enabnit, Supv. Staudt, and Supv.Dunkel.

Staudt/Dunkel moved to approve the agenda as presented.  Motion carried 3-0. 

Dunkel/Staudt moved to approve the February 25, 26 and March 3, 2008 minutes.  Warren Dunkel mentioned in regard to the minutes, that he had contacted Ralph Smith regarding the DNR environmental study on the 2nd Street property. Motion carried 3-0.

Staudt/Dunkel moved to approve the following claims:  County #2779-2926, Secondary Roads #10565-10605, MH-DD #57710-57730.  Motion carried 3-0.

Dunkel/Staudt moved to approve Resolution #05-08 Appropriation Changes.  Motion carried 3-0.

Staudt/Dunkel moved to not allow regulated utility companies to have free GIS access.  Motion carried 3-0.

Dunkel/Staudt moved to approve Agreement #2007-16-176 Wetland Mitigation Agreement between the Iowa Dept of Transportation and Floyd County for Project No. NHSN-018-6(84)ó2R-34, known as the Mink Creek Wetland Mitigation Site.  Motion carried 3-0.  Deputy Auditor was instructed to sign agreement and return copies back to IDOT.

Staudt/Dunkel moved to approve Resolution #09-08 Ratifying and Approving Internal Advance of Funds and Economic Development Loan in regard to the Southwest Bypass Tax Increment Financing District for funding an economic development forgivable loan to Fort Dodge Animal Health.  Motion carried 3-0.

Dunkel/Staudt moved to allow Bob Lincoln, CPC/Case Management Director to hire Emily Adams at minimum wage to clean medical equipment.  Motion carried 3-0. 

Dunkel/Staudt moved to appoint Dennis Staudt to the Board of Adjustments for the term ending December 31, 2012.  Motion carried 3-0.

Staudt/Dunkel moved to approve the Compensation Boardís recommendations for the FY09 wages of the elected officials.  Motion carried 3-0.

Dunkel/Staudt moved to approve the contract for bridge replacement on 300th St. with Peterson Contractors Inc of Reinbeck, IA for $383,608.95.  Motion carried 3-0.

Staudt/Dunkel moved to approve the contract for HMA Resurfacing on B45 with Mathy Construction Co. of Onalaska, WI for $1,123,089.04.  Motion carried 3-0.

Doug Franke provided the Board with both his and Leroy Michaelís notice of retirement.  They are both assistants to the County Engineer.  Doug and Leroyís last day of work will be June 2, 2008.  The Board thanked both Doug and Leroy for all their years of service.  Dunkel/Staudt moved to approve their retirement.  Motion carried 3-0.

The hearing for the FY09 County Budget opened at 10:00 a.m. There were no written objections to the budget received prior to the hearing. Virginia Ruzicka, Charles City Librarian and Stacy Tynan, Rockford Librarian was present representing the librarians in Floyd County.  Virginia expressed to the Board, the librarianís disappointment and concern about the Boardís not increasing the counties appropriation to the county libraries. Virginia explained to the Board about the increased costs of library materials, increased usage of the libraries and the usage of online materials. The Board stated that they would take this into consideration for the next fiscal years budget. The hearing was closed at 10:30 a.m.  Staudt/Dunkel moved to approve the FY09 County budget.  Motion carried 3-0.

Dunkel/Staudt moved to approve the hiring of Casey Cajthaml and Kurt Rindels as Secondary Road equipment operator II at $13.83/hour.  Motion carried 3-0.

Dusten Rolando, County Engineer, provided copies of the foremanís minutes and copies of the 2009 Construction Program. 

A motion was made by Supervisor Staudt and seconded by Supervisor Dunkel to adjourn.  Motion carried 3-0.
