Floyd County Board of Supervisors Meeting

March 25, 2008, 8:30 AM


The Floyd County Board of Supervisors met for regular session at 8:30 a.m. on Tuesday, March 25, 2008 in the Board Room of the Floyd County Courthouse with the following in attendance:  Chairman Enabnit, Supv. Staudt, and Supv. Dunkel.

Staudt/Dunkel moved to amend the agenda to include review/action regarding the Iowa Dept. of Public Health contract for Substance Abuse Prevention Services.  Motion carried 3-0.  Dunkel/Staudt moved to approve the agenda as amended.  Motion carried 3-0. 

Beth Freeman, representative from Tom Harkinís office, met with the Board to discuss bridge concerns.  The Hwy 218 intersection at Floyd was also discussed.  Freeman commented that Harkinís office is just beginning to work on the year 2010 highway transportation bill.  Dusten Rolando, County Engineer, commented that the county has approximately 190 bridges of which most were built between 1920 and 1950 and approximately a fifth of them are structurally deficient.  The Countyís bridge crew is limited to bridge projects that cost up to $75,000 to replace and anything over that has to be bid through the Iowa Dept of Transportation process.  Rolando, Freeman and Chairman Enabnit left for a tour of some of the bridges in the County. 

Supv. Staudt continued the meeting as Chair ProTem.

Dunkel/Staudt moved to approve the March 10, 11 and 17, 2008 minutes.  Motion carried 2-0.

Staudt/Dunkel moved to approve the following claims:  County #2927-3103, Secondary Roads #10606-10636, MH-DD #57731-57774.  Motion carried 2-0.

Dunkel/Staudt moved to approve the Law Enforcement Agreement Pursuant to Chapter 28# of the Code of Iowa between Floyd County and the City of Colwell.  Motion carried 2-0.

Dunkel/Staudt moved to approve the Iowa Department of Public Health contract for Substance Abuse Prevention Services Request for Bid for FY09 for $2,598.75 with Floyd County subcontracting to Prairie Ridge Addiction Treatment Services a contracted amount of $10,395.  Motion carried 2-0.

Dunkel/Staudt moved to not have the public hearing regarding property from AG to R-1 for a minor subdivision with two lots located at 3025 Greene Rd, NEľ of Sec 34, Twp 94, Rge 17W due to the Zoning Commission not taking action and the applicant not present to address questions.  Motion carried 2-0.

Chairman Enabnit and Rolando returned from the tour of bridges.  Chairman Enabnit continued the meeting.

Staudt/Dunkel moved to hire two employees as assistants to the County Engineer, Duane Folz beginning April 21 and Brian Pickar possibly beginning April 14.  Motion carried 3-0.

Rolando handed out foremanís minutes.  Rock bids for four sections of the county were discussed.  Rolando chose to get bids this way because there are quarries owned by companies other than Allied in the county.  Rolando updated the Board on the viaduct project.

A motion was made by Supervisor Staudt and seconded by Supervisor Dunkel to adjourn.  Motion carried 3-0.
