Floyd County Board of Supervisors Meeting

April 22, 2008, 9:00 AM


The Floyd County Board of Supervisors met for regular session at 9:00 a.m. on Tuesday, April 22, 2008 in the Board Room of the Floyd County Courthouse with the following in attendance:  Chairman Enabnit, Supv. Staudt, and Supv. Dunkel.

Staudt/Dunkel moved to approve the agenda as presented.  Motion carried 3-0. 

Dunkel/Staudt moved to approve the April 7, 8, and 15, 2008 minutes.  Motion carried 3-0.

Staudt/Dunkel moved to approve the following claims:  County #3251-3389, Secondary Roads #10680-10719, MH-DD #57775-57812.  Motion carried 3-0.

Staudt/Dunkel moved to authorize the chairman to sign a letter to the Iowa Department of Public Health FY08 Local Public Health Services Contract changing the administrator position from Jennifer O’Brien to Gail Arjes effective April 25, 2008.  Motion carried 3-0.

Dunkel/Staudt moved to approve the Application for the Use of Courthouse Grounds for the Floyd County Veterans Memorial celebration on May 26, 2008.  Motion carried 3-0.

Dunkel/Staudt moved to supply the flags for the Veterans Memorial.  Motion carried 3-0.  Discussion included the Board has agreed in the past to pay for snow removal, electricity, and general maintenance of the memorial area.  The Veterans Committee has permission to put sod around the memorial area if they choose to do so. 

Staudt/Dunkel moved to table the hiring of a deputy sheriff as of July 1 until they hear more on the disposition of the lawsuit. Motion carried 3-0.

The hearing regarding a request to rezone property located at 1177 Quince Ave from AG to R-1 opened at 9:45 a.m.  Jeremy Evans, property owner, attended the hearing.  Jeff Sherman, Zoning Administrator, reported that the zoning commission approved the application at a hearing earlier today with one neighbor attending the hearing.  The property includes approximately 2.5 acres.  The hearing closed at 9:48 a.m.  Dunkel/Staudt made a motion at the recommendation of the Zoning Commission to change zoning from AG to R1.   Motion carried 3-0.

Staudt/Dunkel moved to pay Precinct Election Officials $7.25 per hour and $8.00 per hour for chairpersons for the primary election and starting July 1, 2008 pay $7.75 per hour with the chairperson receiving 8.50 per hour.  Motion carried 3-0.

Brian Pickar, the newly hired County Engineer Assistant, was introduced. 

Staudt/Dunkel moved to approve the hiring of three people for Secondary Road Summer help.  Motion carried 3-0. 

Dusten Rolando, County Engineer, provided the Foreman’s minutes.  The Board informed Rolando about discussion yesterday with Paul Donna, Northland Securities, regarding bonding projects, possibly for roads and a building.  Rolando reviewed the disposition of trucks and equipment, updated the Board on current projects throughout the county, and discussed future projects/needs.

A motion was made by Supervisor Staudt and seconded by Supervisor Dunkel to adjourn.  Motion carried 3-0.
