Floyd County Board of Supervisors Meeting

April 28, 2008, 9:00 AM

The Floyd County Board of Supervisors met for a workshop meeting at 9:00 a.m. on Monday, April 28, 2008 in the Board Room of the Floyd County Courthouse with the following in attendance:  Chairman Enabnit, Supv. Staudt, and Supv. Dunkel.

Staudt/Dunkel moved to approve the agenda as presented.  Motion carried 3-0.

The Board discussed audit services.  Counties are no longer required to send out requests for proposals or go through a bid process for audit services.  Gardiner-Thomsen provided a 3-year contract for the Board to review and sign if they choose not to bid.  The Board requested the Auditor to check with other counties to see what they are paying for audits.

The Board reviewed a letter from Hylton Jackson, Iowa Department of Natural Resources, regarding the Terracon Consulting site investigation on the Second Street property.  The letter reads that the DNR does not require any follow-up action based on the Terracon report.  It is the conclusion of the DNR that the available information does not suggest the likely existence of a hazardous condition on the property but it does not constitute an endorsement either.  If a more definitive pronouncement of the environmental condition of the property is desired, enrollment in the Iowa Land Recycling Program could be considered.  Supv Dunkel provided a copy of the letter to Neil Leipzig, consultant with Conestoga (CRA), for review.  Leipzig told Supv Dunkel he will provide written information regarding his perspective on the property and the letter from the DNR.  Tracy Meise and Ralph Smith, representatives for the City of Charles City, received copies of the DNR letter.  The County will not pursue the issue any further unless the City requests more on the subject.

A motion was made by Supervisor Staudt and seconded by Supervisor Dunkel to adjourn.  Motion carried 3-0.
