Floyd County Board of Supervisors Meeting

UNAPPROVED MINUTES

The Floyd County Board of Supervisors met for regular session at 9:00 a.m. on Tuesday, May 13, 2008 in the Board Room of the Floyd County Courthouse with the following in attendance:  Chairman Enabnit, Supv. Staudt, and Supv. Dunkel.

Staudt/Dunkel moved to approve the agenda as presented.  Motion carried 3-0. 

Dunkel/Staudt moved to approve the April 21, 22, 28 and May 5, 2008 minutes.  Motion carried 3-0.

Staudt/Dunkel moved to approve the following claims:  County #3390-3581, Secondary Roads #10720-10775, MH-DD #57813-57840.  Motion carried 3-0.

Linda Woodruff, Iowa Dept of Human Services Support Recovery Supervisor, presented the contract for Child Support Enforcement.  Franklin County is the current host county through June 30 and Winnebago County will be the host county for the next three years.  There are no changes to the contract with the exception of the host county.  Dunkel/Staudt moved to approve the Cooperative Reimbursement Agreement for Child Support Enforcement and Establishment in the State of Iowa covering July 1, 2008 to June 30, 2011.  Motion carried 3-0. 

Justin McGill, representative of the Farmers Cooperative of Greene, spoke to the Board about increasing ammonia storage on their property with a new 90,000-gallon tank.  Staudt/Dunkel moved to grant Farmers Cooperation of Greene increased ammonia storage on the property subject to DNR regulations.  Motion carried 3-0. 

Dunkel/Staudt moved to approve Resolution #13-08 of the Floyd County Board of Supervisors Petitioning the Iowa Department of Economic Development for Expiration Date Extension Pertaining to Floyd County, Charles City EZ-5.  Motion carried 3-0.

Staudt/Dunkel moved to set a hearing for 10 a.m. on May 27 for rezoning property located at 3025 Greene Rd in the NEľ Sec 34, Twp 94N, Rge 17W, Union Township.  Motion carried 3-0.

Dunkel/Staudt moved to approve the publication of the Noxious Weeds Most Be Destroyed Notice to the Public.  Motion carried 3-0.

Staudt/Dunkel moved to abate the uncollectible Tax Receipts: 2004-2005 10-04572-01 and 2005-2006 10-4587-01, totaling $131, including taxes, interest and costs for James William Naumann, Jr.  Motion carried 3-0.

Dunkel/Staudt moved to abate the balance of $2,113.63 for Iowa Northern Railroad Company, entity #9921000.  Motion carried 3-0. 

Frank Rottinghaus, Treasurer, received 30 faxed pages from IC&E Railroad regarding 2004-2005 taxes.  Staudt/Dunkel moved to table any action on abating taxes for IC&E Railroad until the Treasurer gets back to the Board.  Motion carried 3-0.

Staudt/Dunkel moved to set a public hearing for the FY08 County Budget Amendment for May 27 at 10:10 a.m.  Motion carried 3-0.

Dunkel/Staudt moved to approve a Class B liquor license for the Floyd County Fair Board effective June 1, 2008 through May 31, 2009.  Motion carried 3-0.

Duane Folz, the new Assistant to the County Engineer, was introduced.

Staudt/Dunkel moved to move $32,000 from General Supplemental Fund and $10,000 from Rural Services Fund to the Emergency Management Fund.  Motion carried 3-0.

Dunkel/Staudt moved to approve Resolution #14-08 Appropriate Changes for the following departments:  Clerk of Court, Weed Commissioner and Medical Examiner.  Motion carried 3-0.

Staudt/Dunkel moved to approve Resolution #15-08 designating a load limit of five ton each axle on all vehicles from May 13 through June 1, 2008 starting at the south edge of the right of way line of the Avenue of Saints (Quarry Rd./T44) near the center of Sec 21, T96, R16W approximately 8,048 feet south to a point 3,225 feet north of the center of Sec 33, T96N, R16W.  Motion carried 3-0.

Dusten Rolando, County Engineer, updated the Board on the viaduct project and the Rockford road project.  Rolando provided an estimate from Kisch Escavating, LLC for $160,000 for Drainage District #12, including 13,000 feet of tile, installation and clearing tree.  Kisch has also looked at Drainage District #9 but Rolando has not received any costs yet.  Foremanís minutes were distributed.  Due to a retirement, Rolando posted a mechanic position internally but received no candidates so he will advertise for the position.  Preliminary plans for the 110th St bridge should be coming soon so he can start on the right of way purchases.  An eight year-old John Deere grater transmission needs to be replaced.  Rolando is putting together specs for two new graters for purchase in FY09.  Secondary Roads crews are trying to keep ahead of gravel roads.  Rolando is working on plans for Packard Ave.

Staudt/Dunkel moved to approve the bids totaling $15,855.83 from Marcus Quade Construction and Hillegas Flooring for remodel of the jail kitchen and repair of the west wall.  Motion carried 3-0.

Dunkel/Staudt moved to approve the purchase of a stove for the jail kitchen using funds from General Services Department.  Motion carried 3-0.

Three bids were provided for new floor covering at the DHS building.  The project is intended to be paid in FY08 and FY09 with funds from the DHS Dept budget and the General Services Dept. budget.  Staudt/Dunkel moved to approve the lowest bid from Hillegas Flooring in the amount of $20,993.07 for floor covering at the DHS building.  Motion carried 3-0.

Dunkel/Staudt moved to approve the bid from Hillegas Flooring in the amount of $4,510.56 for carpeting the Treasurerís office.  Motion carried 3-0.

Staudt/Dunkel moved to approve the Agreement Between Floyd County and Gardiner Thomsen, Des Moines, IA for audit services fees of $20,000 for FY08, $21,000 for FY09 and $22,000 for FY10.  Motion carried 3-0.

Dunkel/Staudt moved to approve the agreement with the Iowa Secretary of Stateís office regarding County Optical Scan Voting System Funding Allocation with the state funding $44,467 towards 10 ballot marking devices.  Motion carried 3-0.

A motion was made by Supervisor Dunkel and seconded by Supervisor Staudt to adjourn.  Motion carried 3-0.
