The Floyd County Board of Supervisors met for a special meeting at on Monday, May 19, 2008 in the Board Room of the Floyd County Courthouse with the following in attendance:Chairman Enabnit, Supv. Staudt and Supv. Dunkel.
Dunkel/Enabnit moved to approve the agenda as presented.Motion carried 2-0.
Dunkel/Enabnit moved to approve the Local Public Health Contract for FY09 and authorize the chairman to sign.Motion carried 2-0.Gail Arjes, PH/HHC Administrator, and the Board discussed having only the Board of Health approve future LPH contracts.No action will be taken at this time.
Arjes and the Board discussed a wage increase for a PH/HHC Secretary.This will be addressed at the next regular meeting.
The Board noted the hiring of two PH/HHC employees, Dale Gillespie, Home Health Care Aide, starting May 19 at $9.00/hr with a $0.50/hr increase after a 6-month probationary period and Wanda Mueller, RN, starting May 27 at $18/hr with a $1/hr increase after a 6-month probationary period.
Supv Staudt arrived after attending another meeting earlier this morning.
Dunkel/Staudt moved to approve an Application for Floyd County License/Fireworks Permit for Eric Laughridge for the period of time from June 27 through July 27, 2008.Motion carried 3-0.
The Board noted the receipt of NIACOGís 2008 Comprehensive Economic Development Strategy.
Three representatives from Drainage District #12 spoke to the Board about drainage problems.The CountyEngineer previously provided a vendorís rough estimate of $160,000 for repairs.The Auditor provided an e-mail that she sent to the CountyAttorney with information from the Code of Iowa on the process for bidding, holding hearings, and assessing property owners.The Auditor suggested the attorney that Cerro GordoCounty uses be consulted for specific issues on how to proceed including bonding if need be.It is likely that there will be more major repairs in other drainage districts.The Board will wait to see what the CountyAttorney recommends and discuss this at a future meeting
Nile Township Trustees Gary Girken and Brian Voelkers and Clerk Eldon Oelsen discussed a fence dispute between properties owned by Bruce Copper and Bob Pritchard.Pritchardís horses are getting out on Copperís property.Photos taken by the township officials of ill repaired or no fence and a copy of a document Copper sent to Pritchard regarding notifying the Trustees if a proper fence isnít in place by April 30 that he would be contacting the Trustees were provided.The township officials were directed by the CountyAttorneyís office on how to proceed and believe they have completed what is required of them according to changes to the Code.Sup Enabnit went with the township officials to the CountyAttorneys office to discuss the issue more.Sup Enabnit returned reporting that the CountyAttorney was not available but left a message for the CountyAttorney to report back to him on what to do next.
The Auditor informed the Board of an injury that occurred at the east entry way of the building. A vendor has been contacted regarding the feasibility of installing a railing.Signage has been put on the door and another sign will be put on a temporary sign post on the step.Our insurance company will be coming to observe the area and make recommendations on how to eliminate future risks of injury.
The Board noted the Clerk of Court fees collected for April totaling $2,446.65.
A motion was made by Supervisor Staudt and seconded by Supervisor Dunkel to adjourn.Motion carried 3-0.
