The Floyd County Board of Supervisors met for regular session at on Tuesday, June 24, 2008 in the Board Room of the Floyd County Courthouse with the following in attendance:Chairman Enabnit and Supv. Dunkel; Absent:Supv. Staudt.
Dunkel/Enabnit moved to amend the agenda to include review/action regarding courthouse parking lot repair and review/action regarding fence dispute in NilesTownship.Motion carried 2-0.Dunkel/Enabnit moved to amend the agenda as presented.Motion carried 2-0.
Dunkel/Enabnit moved to approve the June 10, 12, and 16, 2008 minutes.Motion carried 2-0.
Dunkel/Enabnit moved to approve the following claims:County #3888-4137, Secondary Roads #10841-10865, MH-DD #57895-57924. Motion carried 2-0.
Dunkel/Enabnit moved to stop taking flood damaged appliances and electronics at the dump site on Friday, July 11, 2008.Motion carried 2-0.
Dunkel/Enabnit moved to approve fireworks permits for Cheryl DeBower on July 5, 2008, Stephen Johnston from June 25-July 2, 2008 and N Bruce Inman from July 4-6, 2008.Motion carried 2-0.
Eldon Oelsen, Niles Township Clerk, and Bruce Copper, adjacent property owner to Robert Pritchard, discussed Pritchard’s horses getting out over the weekend.Pritchard and Copper corralled the horses on Copper’s property which is where they are currently locked up. Jesse Marzen, CountyAttorney, suggested that Copper seek legal counsel for his losses, expenses and action that could come upon him.Marzen also suggested Copper send notice to Pritchard that Copper will be charging for care of the horses and discussed recovery of incurred damages due to horses on his property.Marzen will get back with Copper on his rights with the disposal of the horses if Pritchard does not pay Copper’s costs.Marzen informed Oelsen that it is up to the Township Trustees if they chose to proceed with erecting a fence according to the Iowa Code.
Dunkel/Enabnit moved to approve the employment contract for the CountyEngineer for FY09 including a 3% wage increase to$99,194.15.Motion carried 2-0.
Dusten Rolando, CountyEngineer, and the Board discussed bridges and roads. Due to flooding the Secondary Roads Department has rented an extra backhoe to aid in picking up debris.Paving started today on Rockford Road.It should take about a week to complete.The bridge deck over the viaduct was poured yesterday.The east abutment on 300th St bridge was poured today.
Dunkel/Enabnit moved to have the Board send a letter to the Environmental Protection Commission protesting additional hog confinements in the Colwell area with stated reasons why the Board protests.Motion carried 2-0.
Dunkel/Enabnit moved to approve Resolution #16-08 Appropriations for the FY09 budget with some departments appropriated at 90% and some at 100%.Motion carried 2-0.
Dunkel/Enabnit moved to approve Resolution #17-08 Public Purpose Service by CountyExpenditures for Economic Development.Motion carried 2-0.
Dunkel/Enabnit moved to approve Resolution #18-08 Interfund Operating Transfer of $72,425 from the General Fund to the Secondary Road Fund for taxes collected.Motion carried 2-0.
Dunkel/Enabnit moved to approve Resolution #19-08 Interfund Operating Transfer of $765,734 from the Rural Services Fund to the Secondary Road Fund for taxes collected.Motion carried 2-0.
Dunkel/Enabnit moved to transfer $18,551.61 in revenues collected in the General Fund from the Conservation Department to the Conservation Reserve Fund for future capital projects.Motion carried 2-0.
Dunkel/Enabnit moved to accept notices from department heads regarding certify wages for FY09 for all departments including a new Deputy Sheriff position but excluding the replacement for a terminated deputy sheriff position.Motion carried 2-0.
Dunkel/Enabnit moved to approve the appointment of Ron Munshower for a second three-year term to the Commission of Veteran Affairs starting July 1, 2008.Motion carried 3-0.
Dunkel/Enabnit moved to have the auditor send a letter to Tom Brownlow, City Administrator for Charles City, requesting an initial assessment of repairs to the wall along the Cedar River and adjacent to the courthouse parking lot by the end of the week.
