The Floyd County Board of Supervisors met for a workshop meeting at on Monday, June 30, 2008 in the Board Room of the Floyd County Courthouse with the following in attendance:Chairman Enabnit, Supv. Staudt and Supv. Dunkel.
Dunkel/Staudt moved to amend the agenda to include discussion regarding courthouse air conditioner policy and remove discussion with county attorney regarding a possible new ordinance.Motion carried 3-0.Staudt/Dunkel moved to approve the agenda as amended.Motion carried 3-0.
The Board discussed flood projects, including debris removal from property, cornstalk and rock removal from ditches, stocking sandbags, and NIACOG informational meeting on the housing buyout.Tom Brownlow, Charles City City Administrator, and the Board discussed flood damage to the parking lot, river wall and sidewalk along the south side of the river and Main St.County records show the County owns the parking lot area, the City of Charles City owns the property north of the parking lot along the river and the City Improvement Association owns the property east of the parking lot to Main St.Brownlow suggested the three agencies meet to discuss how to proceed with a collaborative project.Brownlow reported that designers he has met with suggested the area along the river be put to something more natural, possibly a gradual slope to the property with riprap.The Board discussed removing the damaged concrete and rocking that area of the parking lot for now so it can have time to settle before paving.
The Board discussed whether or not to become members of the Iowa Drainage District Association.The Auditor provided an e-mail from John Torbert, Executive Director, explaining the benefits of participation.Discussion included how the county could pay dues should we decide to become members and having Torbert come to a Board meeting to discuss the purpose of the association.
The Auditor provided handouts from a Statewide Smoke-Free Law Workshop presented by the Iowa Department of Public Health.Discussion included required signage in the building and vehicles, employee notices, and enforcement of the law.
The Board noted the change in status for Janice Brahn, PH/HHC Secretary, from part-time to full-time effective July 1, 2008.
The Board noted the receipt of $2,000 from the John K. & Luise V. Hanson Foundation for the Leadership 08 Program.The funds have been sent through the Treasurer’s office to the Charles City Economic Development office.
Larry Readout, Consulting Engineer for EMC Insurance Companies, provided a Slip, Trip, and Fall Prevention Report based on findings during a review of the interior and exterior of courthouse property.Readout’s report includes observations of areas where there may be potential for hazards and recommendations for improvements to those areas.
The Board discussed enforcing a policy regarding the usage of air conditioners in the courthouse.Supv Staudt will notify department heads at tomorrow’s department head meeting that air conditioners, except in rooms where there are servers, need to be shut off on weekends.
A motion was made by Supervisor Dunkel and seconded by Supervisor Staudt to adjourn.Motion carried 3-0.
