The Floyd County Board of Supervisors met for regular session at on Tuesday, July 8, 2008 in the Board Room of the Floyd County Courthouse with the following in attendance:Chairman Enabnit, Supv. Staudt and Supv. Dunkel.
Dunkel/Staudt moved to amend the agenda to include review/action regarding drainage district #2.Motion carried 3-0.Staudt/Dunkel moved to approve the agenda as amended.Motion carried 3-0.
Dunkel/Staudt moved to approve the June 23, 24, 30 and July 1, 2008 minutes.Motion carried 3-0.
Staudt/Dunkel moved to approve the following claims:County #4138-4164 and 1-85, Secondary Roads #10866-10897, MH-DD #57925-57940.Motion carried 3-0.
Dunkel/Staudt moved to approve the Iowa Department of Human Services Interim Assistance Reimbursement Agreement.Motion carried 3-0.
Staudt/Dunkel moved to approve the letter to the Environmental Protection Commission regarding hog confinements in FloydCounty and send the letter after we receive notice from the DNR regarding Knapp Finishers LLC permit.Motion carried 3-0.
The Board noted Supervisor Staudtís approval of a fireworks permit for Jason Trask for July 4th through July 9th.Staudt/Dunkel moved to approve a fireworks permit for Janet Willert for August 1, 2008 through July 31, 2009.Motion carried 3-0.
Dunkel/Staudt moved to approve the FMC Community Empowerment Fiscal Agent Agreement for Fiscal Year 2009.Motion carried 3-0.
Staudt/Dunkel moved to send notice to all Township Trustees and Clerks advising them that since they are autonomous as Special District Governments, they must provide their own property, general liability, workerís compensation and vehicle insurance after June 30, 2009.Motion carried 3-0.
Dunkel/Staudt moved to direct the Auditor to contact salvage yards for disposition of the 1985 Chevy pickup.Motion carried 3-0.
Staudt/Dunkel moved to direct the Treasurer to stop accruing interest on August 31, 2008 for the viaduct project funds.Motion carried 3-0.
Dunkel/Enabnit moved to advise the CountyAttorney to write a letter to John Duffy, attorney for Bill Vorhes, regarding Drainage District #12, that the supervisors do not govern this drainage district and any action they request should go to the mutual drainage district owners.Motion carried 2-0 with Supv Staudt abstaining.
The Board discussed the Hazard Mitigation Grant Program regarding property acquisitions and demolition (buyout) of flood prone property.So far there are five rural residents who have show interest in this program.Discussion included criteria for the participation in the program.NIACOG will aid the county with this process should we decide to participate.
The public hearing for amending the Floyd County, Iowa Ordinance 137 Floyd County Board of Health opened at There were no written or oral objections or comments received prior to the hearing.Jeff Sherman, Zoning/E911-Addressing/Sanitarian Director, attended the hearing and explained the purpose of the change including mainly licensing requirements for on-site wastewater treatment installers.The hearing closed at Staudt/Dunkel moved to approve the first reading of the amendment of Ordinance 137 Floyd County Board of Health and set the second reading for July 22.Motion carried 3-0.
Dusten Rolando, County Engineer, provided foremanís minutes and updated the Board on the viaduct project, Washington School Watershed levy, the Rockford road project, 300th St bridge, 250th St day labor project, meetings with FEMA, the parking lot north of the courthouse, flood damaged areas, 110th St bridge, and contract rock laying starting next week.Rolando is interviewing candidates for the maintenance position.
A motion was made by Supervisor Staudt and seconded by Supervisor Dunkel to adjourn.Motion carried 3-0.
