Floyd County Board of Supervisors Meeting

UNAPPROVED MINUTES

The Floyd County Board of Supervisors met for a workshop meeting at 9:00 a.m. on Monday, July 21, 2008 in the Board Room of the Floyd County Courthouse with the following in attendance:  Chairman Enabnit and Supv. Staudt; Absent:  Supv Dunkel.

Dunkel/Enabnit moved to approve the agenda as presented.  Motion carried 2-0.

The Board will review claims individually after the meeting. 

The Auditor informed the Board that the City of Charles City will be permanently relocating the Foster Grandparent agency from their office at South Cedar Terrace to the community room at North Cedar Terrace due to the office at SCT flooding.  Remodeling at NCT will begin soon so we will no longer be able to hold elections at the Charles City Precinct #3 (NCT).  Five potential facilities to relocate CC#3 were discussed.  This affects approximately 3,000 registered voters who will need to be notified by mail of the change before the September 9 School Election. 

Doug Schroeder, Conservation Director, visited with the Board about the vacancy for a Conservation Board member, updated the Board on priorities on park projects, and either retrofitting the old snow plow for their new pickup or buying a new plow.

Chairman Enabnit reported that he has been looking at vehicles to replace the 1998 Pontiac used as a County vehicle.  Upgrading to a newer van or car was discussed.  The Auditor informed the Board that she contacted four salvage yards for bids on the 1985 Chevy pickup.  Bids are to be in by 4:30 pm on August 1.

The Board discussed a complaint from a rural resident about road rock being put on the road in front of his property that had been treated for dust control.  The Board will visit with the County Engineer about this at tomorrow’s regular meeting. 

Courthouse projects were discussed, including an updated drawing on the Sheriff’s parking lot, bids for the Treasurer’s office, and concrete removal on the southeast and southwest corners of the property. 

Chris Garden, J & M Displays, inquired about whether J & M Displays needs a fireworks permit for an event on August 2.  The Board previously approved a 1-year permit for Chris but not for J & M Displays.  The Board will act on this at tomorrow’s regular meeting.

The Board noted the receipt of a letter from the Iowa DNR stating that they have made preliminary determination that Knapp Finishers, LLC application for a construction permit satisfies the legal requirements for issuance of a construction permit for a new swine confinement operation.  A letter from the Board requesting to appear before the EPC will be mailed today.

A motion was made by Supervisor Staudt and seconded by Supervisor Enabnit to adjourn.  Motion carried 2-0.
