The Floyd County Board of Supervisors met for regular session at on Tuesday, August 12, 2008 in the Board Room of the Floyd County Courthouse with the following in attendance:Chairman Enabnit, Supv. Staudt, and Supv. Dunkel.
Dunkel/Staudt moved to set a tentative date for a rural residents to attend a flood mitigation grant buyout meeting.Motion carried 3-0.Staudt/Enabnit moved to approve the agenda as amended.Motion carried 3-0.
Staudt/Enabnit moved to approve the July 21, 22, 28 and August 4, 2008 minutes.Motion carried 3-0.
Dunkel/Staudt moved to approve the following claims:County #259-437, Secondary Roads #10943-10988, MH-DD #57977-58001. Motion carried 3-0.
Staudt/Dunkel moved to approve the County Grant Program for Veterans Application FY09 for $10,000.Motion carried 3-0.
The Board, Marci Hall-Jacobsen, Veteran Affairs Director, the Veterans Commission and Jeff Sherman, Zoning/E911 Addressing/Sanitarian, discussed needs for help for Zoning/Sanitarian, VA, and Emergency Management.Dunkel/Staudt moved to approve Sherman to advertize for the hiring of a part-time assistant for Zoning/Board of Health to work approximately 20 hours per week at $9/hr.Motion carried 3-0.
Staudt/Dunkel moved to increase the fees for commercial towers, including wind turbines and cell towers, from $300 to $500 per tower effective today.Motion carried 3-0.
Bob Lincoln, CPC/Case Management Director, provided ten quotes for a County Behavioral Health auto ranging from 35 to 29,982 miles and $12,352 to $18,330.Dunkel/Staudt moved to authorize Lincoln to purchase a vehicle for no more than $20,000 at his discretion based on the information he presented.Motion carried 3-0.
Dunkel/Staudt moved to hire Alice Embretson to do some peer support training at the FloydCountyDrop-InCenter at a rate of $7.25 per hour.Motion carried 3-0.
Dunkel/Staudt moved to continue the Rockford Law Enforcement Agreement that expired June 30, 2008 as is until further information is received from the CountyAttorney and Sheriff.Motion carried 3-0.
Staudt/Dunkel moved to not put any County funds toward the Public Safety Interoperable Communications (PCIC) grant costs.Motion carried 3-0.
Dunkel/Staudt moved to abate the taxes and associated penalties on a 1975 mobile home owned by Jennifer Marie Thompson for FY05, FY06, FY07, FY08, and FY09 with respective receipt numbers 00099 01, 00095 01, 00091 01, 00082 01, and 00079 01 due to the mobile home no longer existing and cancel the Mobile Home Tax Sale Certificate 2008-08006 at the recommendation of Floyd County Treasurer.Motion carried 3-0.
Dunkel/Staudt moved abate at the recommendation of the Floyd County Treasurer the FY09 mobile home tax on two mobile homes that were demolished by flooding in June, receipt #00063 01 for $138 for a 1974 Champion owned by Mary Ann Osborn and receipt #00003 01 for $150 for a 1981 Forest Park owned by Sheryl Kay Ayers.Motion carried 3-0.
Staudt/Dunkel moved to set a zoning hearing for on Monday, August 25 for Timothy R. McCandless to rezone his property from AG to R-1.Motion carried 3-0.
Dunkel/Staudt moved to approve a fireworks permit for Mark Biggs on for a display on August 23 and August 30.Motion carried 3-0. A copy of the Application for Floyd County License (Fireworks Permit) was provided to the Attorney for him to review and report back any liability issues or concerns.
The Board reviewed three bids for the north parking lot repair.Staudt/Dunkel moved to approve the bid from DeBoest Concrete Corporation for $15,866.50.Motion carried 3-0.
Dunkel/Staudt moved to authorize the chairperson to sign the EMC Insurance Companies Terrorism Insurance Company Rejection Form.Motion carried 3-0.
Staudt/Dunkel moved to accept the quote from L&J Industries for $1,575 for two gates for the steps on the south side of the courthouse building and $5,582.50 for window well covers and omit the $400 quote for the railing if materials have not already been ordered.Motion carried 3-0.
Staudt/Dunkel moved to approve the purchase of a new computer and software costing $1,177.99 for the Auditor’s office.Motion carried 3-0.
Staudt/Dunkel moved to approve the American Medical Response contract between “AMR”, TEK, Inc, the Floyd County Ambulance Commission, the City of Charles City, and FloydCounty from August 1, 2008 through July 31, 2011.Motion carried 3-0.
Dusten Rolando, CountyEngineer, provided foreman’s minutes.The Rockford road is finished.The 300th St bridge was poured last week and the project should be done within three weeks.Work on the viaduct continues and should be done by Labor Day, pending on dirt moving and the weather.FEMA work is continuing.All the work should be done in a few weeks.The Board authorized Rolando to pick up flood debris, excluding appliances and hazardous materials, from one more rural resident.Crews are working on a twin box culvert on 180th St.Work is continuing on the 110th St project.Rolando will be taking bids on two road graters.Rolando is considering bidding with a joystick control, allow for trade-ins, and a five year guarantee buyback.Rolando is looking into a new copier for the office.
Dunkel/Staudt moved to instruct the Emergency Management Coordinator to send out a letter to rural residents interested in flood mitigation buyout with a tentative date of August 20 at Motion carried 3-0.
The Board discussed that Supv Dunkel will likely attend the DNR/Environmental Protection Commission meeting on August 19.The meeting is in regard to the appeal of Knapp Finisher’s hog confinement permit.Supv Enabnit may also attend.There is a chance the meeting may be postponed.
A motion was made by Supervisor Staudt and seconded by Supervisor Dunkel to adjourn.Motion carried 3-0.
