Floyd County Board of Supervisors Meeting

UNAPPROVED MINUTES

The Floyd County Board of Supervisors met for regular session at 9:00 a.m. on Tuesday, September, 2008 in the Board Room of the Floyd County Courthouse with the following in attendance:  Chairman Enabnit, Supv. Staudt, and Supv. Dunkel.

Staudt/Dunkel moved to approve the agenda as presented.  Motion carried 3-0. 

Dunkel/Enabnit moved to approve the August 25 and 26, 2008 minutes.  Motion carried 3-0.

Staudt/Dunkel moved to approve the following claims:  County #583-687, Secondary Roads #11019-11055, MH-DD #58040-58060.  Motion carried 3-0.

Joe Myhre, NIACOG representative, presented information for a multi-jurisdictional 5-year hazard mitigation plan.   This allows the cities and county eligible for buyout, mitigation dollars, storm shelters, etc. under one plan  Dunkel/Staudt moved to approved Resolution #20-08 Committing Local Match and Designating An Authorized Representative for the Hazard Mitigation Grant Program (HMGP).  Motion carried 3-0. 

Staudt/Dunkel moved to approve an Agreement Between the North Iowa Area Council of Governments an the County of Floyd, Iowa for the provision of services by NIACOG on behalf of the County for the completion of a multi-jurisdictional Hazard Mitigation Plan.  Motion carried 3-0.  Chairman Enabnit signed the Hazard Mitigation Grant Program Planning Application. 

Myhre informed the Board of a watershed protection program through the NRCS office.  The Board will visit with the County Engineer about the Washington Watershed Area and other areas that may benefit from this program.

Myhre also informed the Board that the Economic Development Administration has invited NIACOG to apply for a $400,000 revolving loan fund for gap financing.  If NIACOG is accepted for a full application, Myhre will meet with the counties before the next budget season to discuss the required match.

Dunkel/Staudt moved to approve the hiring of Misty Norton for a part time position (20 hours per week) for an office clerical position

Dunkel/Staudt moved to approve a zoning hearing for 10 a.m. on September 23 for Slasbury Inv Farm Trust to rezone 45 acres from R-1 to C-1 for purposes of marketing for resale.  Motion carried 3-0. 

Staudt/Dunkel moved to approve an Electronic Transaction Clearing House 28E Agreement with the Iowa State Association of Counties and Floyd County at the recommendation of Bob Lincoln, CPC/Case Management Director, for purposes of complying with HIPAA standard transaction regulations.  Motion carried 3-0.

Dunkel/Staudt moved to approve the Children at Home, Amendment of Contract #BDPS 07-106 which includes an increase of $10,500 to add Children At Home services in Cerro Gordo County.  Motion carried 3-0.

Staudt/Dunkel moved to set the time for the School Election Canvass of Votes by the Board of Supervisors/Board of Canvassers for 9 a.m. Friday, September 12, 2008.  Motion carried 3-0. 

Dusten Rolando, County Engineer, updated the Board on the viaduct project, motor grater equipment, the bridge on 130th St and Shadow Ave, the 300th St bridge, FEMA clean up, and areas throughout the county that Rolando will be looking at for possibly doing some PC patching before the end of the season.  Rolando and the Board discussed Washington Watershed area and the NRCS watershed protection program.  Rolando will visit with Dennis from the NRCS office about the program.  Rolando would like to put an ad in the paper for subs for the transfer station.  Rolando would like to get rid of the yellow, recycling dump trailer at the transfer station.  The Board suggested he take it to Gilbertís Sale Yard.  Rolando discussed issues with a shortage of salt for this winter.  We may need to review our snow removal policy.  Letters will be sent to the smaller cities regarding being charged for salting roads this winter. 

Dunkel/Staudt moved to approve a permit application for an easement from the County to Iowa Telecom for a line on 260th at the recommendation of the County Engineer.  Motion carried 3-0.

A motion was made by Supervisor Staudt and seconded by Supervisor Dunkel to adjourn.  Motion carried 3-0.
