The Floyd County Board of Supervisors met for workshop session at on Monday, January 12, 2009 in the Board Room of the Floyd County Courthouse with the following in attendance:Chairman Enabnit and Supv. Staudt; Absent: Supv. Dunkel.
Dunkel/Enabnit moved to amend the agenda to include discussion regarding 165th Street and Avon Avenue issue.Motion carried 3-0.Enabnit/Dunkel moved to approve the agenda as presented.Motion carried 3-0.
Veronica Litterer, Charles City Chamber of Commerce Director, presented information regarding hiring a Financial Project Coordinator of Community Development for a full time position.This person will research grant funding opportunities, help with the application process and support the administrative functions if a grant is awarded.A potential new hire will be in place by January 15.At the end of FY08, the County subsidized Community Revitalization $22,000 for the hiring of a replacement for FY09.Litterer is requesting funding from the County again to subsidize the position along with the City of Charles City for at least 18 months.The Board will act on how much they will contribute in FY10 at tomorrow’s regular meeting.
The Board noted the Federal mileage rate went down from 58.5 cents per mile to 55 cents per mile effective January 1 2009.The County automatically pays 10 cents below the federal rate so the County rate will be 45 cents per mile.
The Board noted the receipt of the Compensation Board’s FY10 salary recommendations for elected officials. A 3% increase was recommended for the Treasurer, Auditor, Recorder, Attorney and Sheriff.A 3.5% increase was recommended for the Supervisors.
The Board noted the fees collected from the Auditor, Recorder and Sheriff for the quarter ending December 31, 2008.
The Board noted the receipt of a letter from the Iowa Department of Corrections regarding the Floyd County Jail Inspection.Three Administrative Code sections, comments and recommendations for corrective action were noted in the letter.
Floyd and Chickasaw County Boards conducted a conference call regarding a performance evaluation for the County Engineer.Each Board member will fill out an evaluation and then the chairs of each county will meet to combine results, discuss any concerns, and propose the Engineer’s salary for FY10.
The Board called Calvin Hopper, Secondary Roads Foreman, to discuss a complaint regarding not cleaning 165th Street and Avon Avenue.Hopper said he drove those roads on Friday and there shouldn’t have been a problem with a car getting through.Crews try to leave a few inches of snow on the roads to save the road rock.
The Board postponed the Floyd County Medical Center tour and Supv Enabnit excused himself from the meeting due to bad weather.
Kevin Power, KPE Consulting Engineers, presented an engineering and architectural services proposal for a new heating/cooling system, a window replacement project, and a roof replacement project.The Board will act on how to proceed with the projects at a future meeting.
A motion was made by Supervisor Dunkel and seconded by Supervisor Staudt to adjourn.Motion carried 2-0.
