The Floyd County Board of Supervisors met for regular session at on Tuesday, January 27, 2009 in the Board Room of the Floyd County Courthouse with the following in attendance:Chairman Staudt, Supv. Dunkel, and Supv. Enabnit.
Enabnit/Dunkel moved to approve the agenda as presented.Motion carried 3-0.
Dunkel/Enabnit moved to approve the January 12, 13 and 19, 2009 minutes.Motion carried 3-0.
Dunkel/Staudt moved to approve the following claims:County #2057-2208, Secondary Roads #11359-11382, and MH-DD #58279-58313.Motion carried 3-0.
Dunkel/Enabnit moved to reimburse Marilyn Dettmer $51.54, not including sales tax, for window treatment in the Magistrate Judge’s Chamber but not for the light fixture and for the chair to send Marilyn a letter regarding the process for requests for building improvements.Motion carried 3-0.
Enabnit/Dunkel moved to approve the Iowa Department of Public Health County Substance Abuse Prevention Services which was reduced by $74.Motion carried 3-0.Dunkel/Enabnit moved to reduce the contract with Prairie Ridge by $74.Motion carried 3-0.
Enabnit/Dunkel moved to authorize the CountyTreasurer to refund John and Tammy Farrell $76 for taxes collected in 2007/2008, $74 for taxes collected in 2008/2009 and to abate the 2009/2010 taxes which have not been collected.Motion carried 3-0.
Enabnit/Dunkel moved to approve Resolution #08-09 for the Number and Appointment of Deputies, Assistants and Clerks.Motion carried 3-0.
Dunkel/Staudt moved to appoint Mike Goddard to the Zoning Commission for a 5-year term ending December 31, 2013, replacing Alan McGregor.Motion carried 3-0.
Dunkel/Staudt moved to approve 110% of the assessed value as the fair market value for the two rural homes identified in the Hazard Mitigation Grant Program and name Gloria Carr as the Authorized Representative and Arlin Enabnit as the Alternate Point of Contact for the Board for the Hazard Mitigation Grant Program Application.Motion carried 3-0.Dunkel/Staudt moved to approve Resolution #09-09 as the Local Match Resolution for the Hazard Mitigation Program.Motion carried 3-0.
The Board reviewed two options for reducing the General Fund Supplemental and Rural Services levies.The Board discussed leaving the 3.5% pay increases for all employees not tied to a union or an elected official’s wages but to reduce the wages of the elected officials and employees tied to those wages by 15% of the Compensation Board’s recommendations which reduces the supervisor’s wage to a 2.975% increase and other elected officials and deputies to a 2.55% increase.
Dusten Rolando presented wage comparisons for CountyEngineers.Supv Staudt will be visiting with Chickasaw County Supervisor, Virgil Pickar, to discuss Rolando’s performance evaluations and come back with a proposed wage increase for FY10.
Dunkel/Enabnit moved to approve the Secondary Roads Union Tentative Agreement for FY10 through FY12 and authorize the chairperson to sign when the agreement is ready.Motion carried 3-0.
Rolando will be notifying property owners of hazardous situations created by the way some property owner’s are plowing snow.The KISS Country Tractor Ride is scheduled for July 10-11.Rolando provided e-mail correspondence regarding a flooding situation.Rolando provided three handwritten warrants regarding the right-of-way for the 110th Street bridge.Minnowa Construction is working on the Shadow Ave bridge.The Colwell road paving project will be let in March.The 110th St bridge has a February 17 letting.The Packard Avenue project has a March letting.Rolando provided information from a NIACOG meeting regarding stimulus dollars for projects.The legislatures are expected to pass on a stimulus package on February 16 and a TIF bill on February 17.Chairman Staudt questioned the condition of the 300th St bridge east of Doughtery.Rolando said they can probably fix some of that with patching.
A motion was made by Supervisor Dunkel and seconded by Supervisor Enabnit to adjourn.Motion carried 3-0.
