Floyd County Board of Supervisors Meeting

UNAPPROVED MINUTES

The Floyd County Board of Supervisors met for regular session at 9:00 a.m. on Tuesday, March 24, 2009 in the Board Room of the Floyd County Courthouse with the following in attendance:  Chairman Staudt, Supv. Dunkel, and Supv. Enabnit.

Enabnit/Dunkel moved to approve the agenda as presented.  Motion carried 3-0. 

Enabnit/Staudt moved to approve the March 9, 10, and 16, 2009 minutes.  Motion carried 3-0.

Dunkel/Enabnit moved to approve the following claims:  County #2674-2823, Secondary Roads #11498-11525, and MH-DD #58392-58427.  Motion carried 3-0.

Gail Arjes, PH/HHC Director, informed the Board that Floyd County has a projected allocation of $78,458 for the Local Public Health Services FY10 contract with the Iowa Department of Public Health.  Enabnit/Dunkel moved to approve the Application FY10 Local Public Health Services Contract.  Motion carried 3-0.  The Board informed Arjes that PH/HHC may assume the space vacated by the Veteran Affairs and General Assistance departments in the lower level vault.

Dunkel/Enabnit moved to give Jesse Marzen, County Attorney, authorization to use in-house staff or go outside for procuring legal services for Federal Foreclosure claims but prefer in-house if deadlines can be met in effort to keep costs down.  Motion carried 3-0.

Enabnit/Dunkel moved to abate $393 on parcel #420058000021-06 and 420058000021-07 for the 2004-2005 property taxes for 360 Network.  Motion carried 3-0.

Dunkel/Enabnit moved to abate the 2007/2008 and 2008/2009 mobile home taxes for Jerry Bill due to the mobile home (34AA155764) having no value and a junking certificate was issued.  Motion carried 3-0.

The Board opened five sealed bids for a 2000 Ford CVP.  Dunkel/Enabnit moved to accept the highest bid from Brian Farmer for $905.  Motion carried 3-0.

Enabnit/Dunkel moved to approve Resolution #11-09 to Embargo Quarry Road.  Motion carried 3-0.

Dunkel/Enabnit moved to approve the Agreement between Floyd County Secondary Road Department and the Teamsters Local Union #238 for July 1, 2009 and June 30, 2012.  Motion carried 3-0.

Dusten Rolando, County Engineer, updated the Board on roads, bridges, the need for a budget amendment and applications for a Secondary Road position.  Allied received the bid at $1,637,499.68 for the Packard Ave project.  The total cost for the Colwell road letting came in at $1,960,192.31 for the 11 mile stretch in Chickasaw and Floyd and is expected to start mid-April.  Rolando said he is getting more money from the stimulus project.

One bid for limestone resurfacing was received.  Enabnit/Dunkel moved to accept the bid from Allied Manatts Group LLC for 82,025 tons limestone surfacing at $8.39/ton, totaling $688,189.75.  Motion carried 3-0.

Dunkel/Enabnit moved to approve the fireworks permit for Jason Clay for an event on June 27, 2009 to be held on property owned by Lyle Wendland.  Motion carried 3-0. 

Enabnit/Dunkel moved to approve a new liquor license for Cedar Ridge Golf Course and a renewal liquor license for Floyd County Fair Board.  Motion carried 3-0.

Bob Lincoln, CPC/Case Management Director, provided the Board with the County Social Services Mental Health and Development Disability Management Plan and the Related Strategic Action Plan for FY10 through FY12.  The plan now covers five counties rather than one.  LOCUS and ICAP are assessment tools used to classify clients, determine needs for clients and identify accountability for services.  The public hearing on the matter of the County Social Services MH-DD Management Plan and Strategic Action Plan opened at 11:00 a.m.  There were no oral or written objections or comments regarding the subject.  Lincoln said the Advisory Board has approved the plan.  The hearing closed at 1:02 a.m.  Dunkel/Enabnit moved to approve the County Social Services Mental Health and Development Disability Management Plan and the Related Strategic Action Plan for FY10 through FY12.  Motion carried 3-0.

A motion was made by Supervisor Dunkel and seconded by Supervisor Enabnit to adjourn.  Motion carried 3-0.
