The Floyd County Board of Supervisors met for special session at on Monday, May 4, 2009 in the Board Room of the Floyd County Courthouse with the following in attendance:Chairman Staudt, Supv. Enabnit, and Supv. Dunkel
Enabnit/Dunkel moved to approve the agenda as presented.Motion carried 3-0.
Dunkel/Enabnit moved to approve a fireworks permit for J & M Displays at 1750 Cedar View Drive on May 9th.Motion carried 3-0.Jesse Marzen, CountyAttorney, will review the County’s current process for issuing fireworks permits.
Jesse Dugan, Nora Springs Fire Chief, Deb Gaul, Nora Springs City Clerk, and Constance Smith, Nora Springs Council member, Sheriff Rick Lynch, Jesse Marzen, CountyAttorney and the Board discussed the Sheriff’s Dept covering a 12-hour daily shift of law enforcement for NoraSprings.Dugan commented about the difficulties they have in hiring and keeping officers and proposed for the next time they lose an officer that they go down to a 2-person law enforcement agency covering the hours of 3 p.m. to 3 a.m. or other hours agreeable to the County and then have the County cover the other 12-hour shift.Sheriff Rick Lynch will look into the number of calls NoraSprings receives.It was suggested for Nora Springs to come up with a proposal including the level of service they want, what they are willing to pay for those services and then invite the Sheriff to a City meeting to discuss their proposal.The Sheriff will then visit with the supervisors about the terms.
The Board reviewed a resolution from JeffersonCounty regarding asking for review of the defense of marriage act by the Iowa Legislatures and the people of Iowa.Marzen clarified with the Board that the Supreme Court deemed the Iowa Code that states marriage between a man and a woman only is unconstitutional.Iowa Code 595.2 has not been repealed or amended and JeffersonCounty would like support from other counties demanding that the legislature resolve the issue by either passing legislation that will lead to a public vote to amend the Iowa Constitution or by passing legislation to conform the Iowa Code to the Iowa Supreme Court’s decision in Varnum v. Brien.The Board will act on a resolution at the next regular meeting.
Dunkel/Enabnit moved to appoint Jodie Buehler to fulfill Dr. Bruce Dietrich’s seat on the Board of Health for the remainder of the term ending December 31, 2010.Motion carried 3-0.
Gail Arjes, PH/HHC Director, updated the Board on the H1N1 virus.Arjes had a document for the Board to sign acknowledging they have been provided with updated information on the virus.This allows the County to receive Emergency Preparedness grant funds.
The Board tabled discussion regarding requirements for appointments of Veteran Affairs Commissioners until next Monday.
A motion was made by Supervisor Dunkel and seconded by Supervisor Enabnit to adjourn.Motion carried 3-0.
