The Floyd County Board of Supervisors met for regular session at on Tuesday, March 10, 2009 in the Board Room of the Floyd County Courthouse with the following in attendance:Chairman Staudt, Supv. Dunkel, and Supv. Enabnit.
Enabnit/Dunkel moved to approve the agenda as presented.Motion carried 3-0.
Dunkel/Enabnit moved to approve the February 23, 24 and March 2, 2009 minutes.Motion carried 3-0.
Enabnit/Dunkel moved to approve the following claims:County #2541-2673, Secondary Roads #11462-11497, and MH-DD #58377-58391.Motion carried 3-0.
Dunkel/Enabnit moved to approve the recommendation by Bob Lincoln to destroy General Assistance Social Security Representative Payee Records more than two years old.Motion carried 3-0.
Enabnit/Dunkel moved to abate $90 in 2008-2009 taxes for a mobile home owned by Delbert and Cheryl Cassels that was damaged by the June flood and was issued a junking certificate.Motion carried 3-0.
Dunkel/Enabnit moved to approve the liquor license renewal application for Freeze Frame Bowl.Motion carried 3-0.
Enabnit/Dunkel moved to reduce the Compensation Boardís recommendation for elected official salaries by 15% which reduces the Supervisorís from 3.5% to 2.975% and all the other elected officialís salaries from 3% to 2.55%.Motion carried 3-0.
The public hearing regarding two zoning application changes opened at There were no written or oral objectives or comments regarding either application.Tom Schwab, Zoning Commission Chair, reviewed Michael Staudtís application to rezone 3.21 acres of property from Ag to R-1 for the purpose of building a new home.This property is located in the NEľ S23-T96N-R17W.Schwab also reviewed Jason Parcherís application to rezone 0.20 acres of property from Ag to C-1 for the purpose of building a new business.This property is located in the NEľ S22-T96N-R17W.The hearing closed at Dunkel/Enabnit moved to approve the zoning applications for Michael Staudt for 3.21 acres from Ag to R-1 and for Jason Parcher for 0.20 acres from Ag to C-1, both at the recommendation of the Zoning Commission.Motion carried 3-0.
Enabnit/Dunkel moved to approve the contract for the 110th St bridge project with Minnowa Construction of Harmony, MN for $494,009.80.Motion carried 3-0.
Dunkel/Staudt moved to approve the IDOT Federal-Aid Agreement for a Federal highway Stimulus Project, No. ESFM-CO34(77)-5S-34, otherwise known as B60 west of Marble Rock, at the recommendation of the CountyEngineer.Motion carried 3-0.
Enabnit/Dunkel moved to approve the retirement of David Brandt, Secondary Road employee, effective April 13.Motion carried 3-0.
Dusten Rolando, CountyEngineer, provide the 2010 Construction Program for contract, day labor and candidate bridge repairs/replacements for the next five years and the rock resurfacing map for 2009.
The public hearing for the FY10 County Budget opened at There were no written or oral objectives or comments regarding the budget.Discussion included wages/salaries, health insurance, potential state cuts and the impact on the budget.The hearing closed at Dunkel/Enaabnit moved to approve the FY10 County Budget.Motion carried 3-0.
Rolando said Eric Brunner will be taking the Operator 4 Secondary Road position so an Operator 2 position will be posted internally and in the newspaper.Rock resurfacing will be let in April.Floyd, Chickasaw and CharlesCity representatives are looking at demonstrations of Durapatch equipment.The Colwell and Packard road projects will be let next week.Pavement markings will be let in May.The Board inquired if there would be any benefit to starting early on salt contracts for next year.All the FEMA paperwork was closed out last week.The County will need to do an amendment to FY09ís budget soon to accommodate Secondary Roadís flood costs.
A motion was made by Supervisor Dunkel and seconded by Supervisor Enabnit to adjourn.Motion carried 3-0.
