Floyd County Board of Supervisors Meeting

UNAPPROVED MINUTES

The Floyd County Board of Supervisors met for regular session at 9:00 a.m. on Tuesday, April 28, 2009 in the Board Room of the Floyd County Courthouse with the following in attendance:  Chairman Staudt, Supv. Dunkel, and Supv. Enabnit.

Dunkel/Enabnit moved to amend the agenda to include review/action regarding a letter to Solutions allowing laptop computers to have remote access to the County’s network.  Motion carried 3-0.  Enabnit/Dunkel moved to approve the agenda as amended.  Motion carried 3-0. 

Dunkel/Enabnit moved to amend the April 20, 2009 minutes to read that the requirements for the insurance are for the Iowa Department of Human Services and the State of Iowa, not the Iowa Department of Public Health and the State of Iowa.  Motion carried 3-0.  Dunkel/Enabnit moved to approve the April 13, 14, and 20 (amended) minutes.  Motion carried 3-0.

Dunkel/Enabnit moved to approve the following claims with the exception of claim #3106 to the City of Charles City which the Board would like to hold off paying until a later date in this fiscal year:  County #3034-3170, Secondary Roads #11584-11598, and MH-DD #58452-58483.  Motion carried 3-0.  Chairman Staudt will visit with the Sheriff about claim #3106 and about the Sheriff having the County Attorney draw up a labor contract for Sheriff Deputies.

Enabnit/Dunkel moved to pass the following parking policy:  No employees are to park in the West, upper lot with the exception of intermittent parking; employees may park in the lot across the street from the courthouse and on Jackson St; government vehicles only will be parked in the northwest, bottom lot with the exception of one handicap parking space and night and weekend jailers; no employees are to park on Court St with the exception of intermittent parking and the County will contact the City of Charles City about making a 2-hour maximum parking time limit for any vehicles on the south side of Court St and all Board members will sign a letter to employees regarding this policy.  Motion carried 3-0. 

Dunkel/Enabnit moved to table approving bids for a tractor-mower at the recommendation of the County Engineer.  Motion carried 3-0.

Enabnit/Dunkel moved to approve hiring seven 2009 summer help employees, six for Secondary Roads and one for the Engineer’s office.  Motion carried 3-0.

Dunkel/Enabnit moved to approve the IDOT Federal Aid Agreement for a County Highway Bridge Program Project, No. BROS-CO34(81)--8J-34.  Motion carried 3-0.

Enabnit/Dunkel moved to approve the IDOT Federal Aid Agreement for a County Highway Bridge Program Project, No. BROS-CO34(80)--5F-34.  Motion carried 3-0.

Dusten Rolando, County Engineer, narrowed the applications for a full-time Secondary Road operator position down to 14 candidates.  References will be checked and the Board will take action on hiring one candidate at the May 12 meeting.  Calvin Hopper, SR Foreman, looked at the Collection site building and believes the water problems can be corrected with caulking around a window and then cutting out and fixing an area of a building. Rolando received a letter from the City of Nora Springs regarding the City taking back a storage area where the county has equipment stored.  Rolando will send a letter to the City of Nora Springs to let them know they will need to remove their equipment from a county building.  The Packard Ave box culvert has been replaced.  Rolando will know more about the Packard Road paving project on Thursday.  Main line paving will be done today on the Floyd County side of the Colwell Road.  Crews will be pouring the deck on the 110th St bridge around the first week of May.  The Shadow Ave bridge should be done within a few weeks.  Work is beginning on a day labor project on Triumph.

The public hearing for the Floyd County FY09 budget amendment opened at 10:34 a.m.  There were no written or oral comments or objective to the amendment.  The Auditor informed the Board about the budget changes.  The hearing closed at 10:41 a.m.  Dunkel/Enabnit moved to approve the FY09 budget amendment.  Motion carried 3-0.

Enabnit/Dunkel moved to approve a letter to Solutions regarding certain employees having access to the County’s network system with laptop computers.  Motion carried 3-0.

A motion was made by Supervisor Enabnit and seconded by Supervisor Dunkel to adjourn.  Motion carried 3-0.
