The Floyd County Board of Supervisors met for regular session at on Tuesday, May 12, 2009 in the Board Room of the Floyd County Courthouse with the following in attendance:Chairman Staudt, Supv. Dunkel, and Supv. Enabnit.
Dunkel/Enabnit moved to approve the agenda as presented.Motion carried 3-0.
Enabnit/Dunkel moved to approve the April 27, 28 and May 4, 2009 minutes.Motion carried 3-0.
Dunkel/Enabnit moved to approve the following claims:County #3171-3322, Secondary Roads #11600-11648, and MH-DD #58484-58499.Motion carried 3-0.
Bob Lincoln, CPC/Case Management Director, explained the need for an additional case worker due to an increase in case loads.Approximately 80-90% will be paid from Medicaid reimbursements.Enabnit/Dunkel moved to approve Bob Lincoln to hire a Medicaid Case Manager for Floyd County Case Management Services.Motion carried 3-0.
Dunkel/Enabnit moved to allow the Sheriff to use this yearís funds to purchase a new deputy car and sell the order by normal bid process and that he contact the state bid list and the three local automotive car dealers in FloydCounty.Motion carried 3-0.
Enabnit/Dunkel moved to approve the County to carry insurance on a Ranger 6x6 for Floyd County Search & Rescue.Motion carried 3-0.
The Board discussed a candidate for the vacated Civil Service Commission.
Dunkel/Enabnit moved to approve Resolution #13-09 Asking for Review of the Defense of Marriage Act By the Iowa Legislature and the People of Iowa.Motion carried 3-0.
Enabnit/Dunkel moved to approve the Project Grant Agreement between Iowa Homeland Security and Emergency Management Division and FloydCounty for the Floyd County Property Acquisition, Agreement #HMGP-DR-1763-0012 01 Project #DR-1763-34-01.Motion carried 3-0.
Dusten Rolando, CountyEngineer, updated the Board on the mower-tractor bids.Dunkel/Enabnit moved to approve the bid for a 6000 Series-95 hp New Holland tractor with a Tiger mower from Swartzrock Implement for $91,685 Tiger with the old tractor and mower taken on trade in as recommended by the CountyEngineer.Motion carried 3-0.
Enabnit/Dunkel moved to approve a contract for HMA resurfacing with milling on B60 West of Marble Rock with Mathy Construction Company for $1,164,011.97 and authorize the chair to sign when the paperwork comes in.Motion carried 3-0.
Dunkel/Enabnit moved to approve the hiring of Mike Quade as an Equipment Operator II for the Secondary Road Department starting at $14.31/hr.Motion carried 3-0.
Rolando let the Board know about an undersized county tile on Freibergís property in a Washington School Watershed drainage district.Other drainage district problems that require public hearings were discussed.Rolando is going to see if Jim Witt can come to a future Board meeting to discuss the process.
Rolando informed the Board that work on B47 will be started next Monday.Foremanís minutes were reviewed.The Shadow Avenue bridge is open.Crews fixed a bridge on 220th St.Crews are working on a bridge on Triumph Avenue now.The Colwell road just has shouldering work and pavement markings.The 110th Street bridge deck is being worked on now.Rolando is looking into an ag drainage well which will be plugged.Rolando may need to hire a contractor to grade and reseed an area by the viaduct.
The Auditor updated the Board on the parking lot project.
A motion was made by Supervisor Enabnit and seconded by Supervisor Dunkel to adjourn.Motion carried 3-0.
