Floyd County Board of Supervisors Workshop Meeting

August 9, 2005, 9:00 a.m.

 

UNAPPROVED MINUTES

 

The Floyd County Board of Supervisors met for regular session at 9:00 a.m. on Tuesday, August 9, 2005 in the Boardroom of the Floyd County Courthouse with the following members in attendance:  Chairman Enabnit, Supv. Staudt, Supv. Dunkel.

Staudt/Dunkel moved to amend the agenda to include noting the filled part time position in the County Attorney’s office.  Motion carried 3-0.  Dunkel/Staudt moved to approve the agenda as amended.  Motion carried 3-0.

Staudt/Dunkel motioned to approve the July 25, July 26 and August 1, 2005 meeting minutes.  Motion carried 3-0.

Dunkel/Staudt moved to approve paying the following claims #334-486, Secondary Roads #17557-17598, MH-DD #56187-56194.  Motion carried 3-0.

Staudt/Dunkel motioned to appoint Ron Munshower to the Veteran Affairs Commission and direct the Auditor to notify the Veteran Affairs Director.  Motion carried 3-0.

Dunkel/Staudt moved to approve the County License for fireworks permit and direct the auditor to send a copy of the form with letter explaining changes to all people who have gotten fireworks in the last two years.  Motion carried 3-0.

Dunkel/Staudt moved to allow the Auditor to set a price on all used file cabinets and furniture stored in the DHS garage and dispose of as she sees fit.  Motion carried 3-0.

The Board noted Deb Schmidt’s acceptance of the full-time aide position for the Home Health/Community Nursing office.

Staudt/Dunkel moved to authorize the chair to sign the Memorandum of Agreement (28E Agreement) between Floyd County and the Department of Transportation.  Motion carried 3-0.

County Engineer, Dusty Rolando, notified the board of a tile crossing on T47.  Neighbors to where tile work was completed applied for state reimbursement to voluntarily close two ag drainage wells.  Neighbor Scott Heinz contacted Dusty prior to work being done that they intended to bore under the county road.  Since this effort is not mandated by code, Dusty informed Scott that he would approve the plan under the condition that the county would not pay for any work.  After the work was completed, the state deducted the cost of the boring under the road because it is the responsibility of the county and then reimbursed 75% of the remaining costs to the property owners.  Dusty recommended that Scott’s attorney talk to the Department of Agriculture.

County Engineer Dusty Rolando has contacted a rep to work with contract negotiations for the union agreement between Secondary Roads and Floyd County.

County Engineer Dusty Rolando discussed Secondary Road activities and reviewed the foreman’s meeting minutes.  He had a request to open the bridge south of the Rockford Golf Course to one lane traffic but reported that it would not be safe to do so.  The Marble Rock railroad is about finished.  The Board discussed concerns of weed problems in the county ditches.

The Board discussed the parking lot at the DHS building.  Dusty is looking into putting a seal coat on the rock area.  Dusty does not believe it is necessary to remove any rock or sand from the lot.

Staudt/Enabnit moved to approve the bid for a new phone system at DHS.  Motion carried 3-0.

Dunkel/Staudt motioned at recommendation of Mike Milligan to appoint Keith Oldham as an alternate to NIRHA.  Motion carried 3-0

Staudt/Dunkel moved to approve a Resolution for Fiscal Agency Fund.  Roll call:  Enabnit – Aye; Staudt – Aye; Dunkel – Aye.  Motion carried 3-0.

The Board noted the appointment of Jewel Flood to fill the paralegal position in the Attorney’s office at a starting wage of $11.50 per hour.

A motion was made by Supervisor Dunkel and seconded by Supervisor Staudt to adjourn.  Motion carried 3-0.
