Floyd County Board of Supervisors Meeting

UNAPPROVED MINUTES

The Floyd County Board of Supervisors met for regular session at 9:00 a.m. on Tuesday, July 14, 2009 in the Board Room of the Floyd County Courthouse with the following in attendance:  Chairman Staudt, Supv. Dunkel; absent:  Supv. Enabnit.

Dunkel/Staudt moved to amend the agenda to include discussion regarding traffic on Ocean Ave at Hwy 14.  Motion carried 2-0.  Dunkel/Staudt moved to approve the agenda as amended.  Motion carried 2-0. 

Dunkel/Staudt moved to approve the June 22, 23, 29, July 1 and 6, 2009 minutes.  Motion carried 2-0.

Dunkel/Staudt moved to approve the following claims:  County #3817-3850 and #1-171, Secondary Roads #11764-11818, MH-DD #58575-58596 and Drains #1.  Motion carried 2-0. 

The Board noted the receipt of a letter from the Iowa Department of Revenue estimating the FY10 tax credits for homestead at 73%, military at 100% and elderly and disabled at 100% and the calculations for agland prorate of 19.4% and family farm prorate at 16.4%.  The Board also noted the abstract of assessment for 2009.  Dunkel/Staudt moved that the County fund the Homestead Tax Credit, Military Service Property Tax Exemption, and Elderly and Disabled Tax Credit at the same percentages as the state for FY09.  Motion carried 2-0.  Dunkel/Staudt moved to approve the 2009 cancellations and Applications for Military Exemptions and Applications for Homestead Tax Credits per the recommendation of the County Assessor.  Motion carried 2-0.

Dunkel/Staudt moved to reject the terrorism coverage on the Countís insurance policy with EMC Insurance Companies.  Motion carried 2-0.

Dunkel/Staudt moved to approve Resolution #21-09 Affirming Support of and Partnership with the 2010 Census.  Motion carried 2-0.  Dunkel/Staudt moved to appoint Gloria Carr as a co-chair to the Complete Count Committee.  Motion carried 2-0.  The Board noted that Trudy OíDonnell, Clerk for City of Charles City, has been appointed by Mayor Erb as co-chair representing the City of Charles City.  Dunkel/Staudt moved to authorize Carr to complete the 2010 Census Partnership Agreement Form.  Motion carried 2-0.

Dusten Rolando, County Engineer, provided foremanís minutes and the latest report on the station in Rudd.  A letter of thanks from Gordon and Joyce Jung regarding fixing the two bridges in Cedar Township was read.  Contract rocking should be finishing soon.  Paving west of Marble Rock is almost done.  Edge shoulder markings are all that is left on B60.  Paving on Packard Ave is done and remaining work should be completed soon.  Supv Dunkel has heard good comments about Underwood.  Rolando updated the Board on information he gathered regarding paving or shouldering projects with TIF.  The Board will highlight on a county map the roads that they would like to see included in the Urban Renewal plan.  Supv Dunkel brought up Huxsolís and Smithís complaints of dust on Ocean Ave at Hwy 14.  Rolando suggested the neighbors to the ethanol plant contact Valero about their concerns.  Possibly Valero would pay for an application of dust control.  Supv Dunkel has called Valero three times about this is issue.

A motion was made by Supervisor Dunkel and seconded by Supervisor Staudt to adjourn.  Motion carried 2-0.
