Floyd County Board of Supervisors Meeting

UNAPPROVED MINUTES

The Floyd County Board of Supervisors met for regular session at 9:00 a.m. on Tuesday, July 28, 2009 in the Board Room of the Floyd County Courthouse with the following in attendance:  Chairman Staudt, Supv. Dunkel, Supv. Enabnit.

Dunkel/Enabnit moved to approve the agenda as presented.  Motion carried 3-0. 

Dunkel/Staudt moved to approve the July 13, 14, and 20, 2009 minutes.  Motion carried 3-0.

Enabnit/Dunkel moved to approve the following claims:  County #172-315, Secondary Roads #11819-11840, and MH-DD #58597-58627.  Motion carried 3-0. 

Dunkel/Enabnit moved to approve the Law Enforcement Agreement Pursuant to Chapter 28E Code of Iowa between Floyd County and the City of Rockford for a fee of $3 per capita.  Motion carried 3-0.

Enabnit/Dunkel moved to have the County Attorney draw up a 28E agreement between the city of Nora Springs and Floyd County for Sheriff services on an emergency call basis for one year.  Motion carried 3-0. 

Dunkel/Enabnit moved to allow the county attorney to hire a special prosecutor for the civil case he requested.  Motion carried 3-0. 

Staudt/Enabnit moved to appoint Supv Dunkel as a county representative for the trial on the lawsuit between Patricia Zwanziger v. Jennifer O’Brien and Floyd County.  Motion carried 3-0.

Enabnit/Dunkel moved to approve the hiring of Pattie Hammer as a Floyd County Case Manager beginning Monday, August 10 at a salary for $32,000 per year.  Motion carried 3-0.

Dunkel/Enabnit moved to approve the letter of commitment and the Resolution #22-09 for the IJOBS grant application and approve the SEP grant applications. Motion carried 3-0.

Dunkel/Enabnit moved to approve the Iowa Department of Public Health Final Report for County Substance Abuse Prevention Services for Fiscal Year 2009-Final Report.  Motion carried 3-0.

Enabnit/Dunkel moved to table accepting a bid for the receiver replacement tank for the boiler until we determine what changes may be made with the new heating/cooling system if we are successful in receiving grant funds.  Motion carried 3-0.

Dusten Rolando, County Engineer, and the Board discussed the roads they would like identified for the Urban Renewal Plan/TIF.  Rolando updated the Board on foreman’s minutes, the viaduct project, B60 road work, and marking left to be completed on Packard Ave.  Rock resurfacing is done.  There will be pavement markings done across the county this fall.  Rolando will be posting internally for an Equipment Operator #2. 

A motion was made by Supervisor Dunkel and seconded by Supervisor Enabnit to adjourn.  Motion carried 3-0.
